As President Juncker announced in his 2017 State of the Union address, the Commission adopted today a strategy for 'A credible enlargement perspective for and enhanced EU engagement with the Western Balkans', confirming the European future of the region as a geostrategic investment in a stable, strong and united Europe based on common values. It spells out the priorities and areas of joint reinforced cooperation, addressing the specific challenges the Western Balkans face, in particular the need for fundamental reforms and good neighbourly relations. A credible enlargement perspective requires sustained efforts and irreversible reforms. Progress along the European path is an objective and merit-based process which depends on the concrete results achieved by each individual country.

Building on the momentum of the Investment Plan for Europe, which has already mobilised investments worth EUR 164 billion by end-2016. The Circular Economy Finance Support Platform will enhance the link between existing instruments, such as the European Fund for Strategic Investments (EFSI) and the InnovFin - EU Finance for Innovators initiative backed by Horizon 2020, and potentially develop new financial instruments for circular economy projects.

Calls on the budgetary authorities to maintain a competitive budget for the EASA that takes account of those new responsibilities in order to have flexible and effective tools available for EU air transport companies to compete worldwide; in addition, asks the Member States and the Commission to increase public financial support for aviation security and public financing of aviation security – which is the norm in other regions of the world, including the United States – in order to allow European airports to boost their competitive position by lowering their airport charges; calls on the Commission to ensure the completion of the original Connecting Europe Facility (CEF) budget, which was affected by the establishment of the European Fund for Strategic Investments (EFSI);

The overall objective of the Task Force was to provide an overview of the main investment trends and needs; analyse the main barriers and bottlenecks to investment; propose practical solutions to overcome those barriers and bottlenecks; identify strategic investments with EU added value that could be undertaken in the short run; and make recommendations for developing a credible and transparent pipeline for the medium to long term.

Recalls that there are more than 20 million SMEs in the EU and that they account for 99 % of all businesses; believes that a favourable business environment and the development of an entrepreneurial culture, including decent jobs, in the EU could give SMEs back their role as main job creators in the Union, which has been weakened by the economic crisis; underlines, in this context, the need to facilitate the creation and operation of start-ups in the EU, through connecting entrepreneurs and fostering new projects; considers that, along with legislative simplification and reduction of red tape, available financial instruments under the COSME programme have to be used to their full extent to help and support SMEs along this path by facilitating in particular their access to markets and credits; stresses the big potential for SMEs and mid-cap firms of the European Fund for Strategic Investment;
