Your Rapporteur notes the delay in publication of the Court of Auditors Opinion, which would have been useful and helpful if it had been available earlier in the decision-making process so that the Court of Auditor's observations could be fully considered in decisions regarding Hercule III. However, your Rapporteur welcomes and broadly supports the assessment of the Court of Auditors, particularly the need for future evaluation reports to be independent, with a thorough assessment of EU added value, particularly in terms of technical assistance, a need to focus on the results achieved against planned objectives, improved performance indicators and with lessons learned applied to modifying future programmes including the 2014 - 2020 programme.
