The Committee of Civil Liberties, Justice and Home Affairs welcomes the draft amending budget No.7 to the general budget 2015 "on Managing the refugee crisis: immediate budgetary measures under the European Agenda on Migration" (COM(2015) 485) and the proposal for a decision "on the Mobilisation of the Flexibility Instrument for immediate budgetary measures under the European Agenda on Migration" (COM(2015) 486).

Acknowledges that market surveillance is a crucial pillar in ensuring product safety and quality within the internal market; welcomes the Product Safety and Market Surveillance Package proposed by the Commission, stressing the important role that the indication of origin can play, not only for consumers but also with a view to a more transparent trade policy both internally and externally; calls on the Commission to harness the power and effectiveness of the internet in its work on market surveillance, allowing people to participate by providing qualified feedback on products; stresses, in this connection, the importance of properly functioning consumer protection in the European Union;

4. met en évidence le fait que le contrôle des aides d'État a pour mission première de garantir des conditions de concurrence équitables sur le marché intérieur; accueille favorablement le paquet législatif sur la modernisation de la politique en matière d'aides d'État, dans lequel il voit la clé de voûte du processus actuel de modernisation de la politique de concurrence; appelle à une mise en œuvre en temps utile du train de réformes;

Underlines the fact that the primary role of state aid control is to ensure a level playing field in the internal market; welcomes the State Aid Modernisation package as a cornerstone of the ongoing process of modernising competition policy; calls for timely implementation of the reform package;

Welcomes the Internal Market Scoreboard and SOLVIT as important tools, albeit of a different nature, to monitor and identify problems in the transposition and implementation of EU law, but also to identify gaps and bottlenecks in the single market, with a view to encouraging action for a better functioning internal market;

Le Comité accueille favorablement la proposition de règlement de la Commission qui vise à renforcer l'Observatoire européen de la contrefaçon et du piratage en confiant ses responsabilités à l'Office de l'harmonisation dans le marché intérieur (OHMI).
The Committee welcomes the Proposal from the Commission concerning the Regulation to reinforce the European Observatory on Counterfeiting and Piracy by entrusting its responsibilities to the Office for Harmonisation in the Internal Market (OHIM).

Dans son projet d’avis, le CESE accueille favorablement le souhait de la Commission de créer un marché intérieur des services mais déplore que la proposition de directive n'ait pas fait l'objet d'une évaluation suffisante avant son lancement.
