Considers that it is crucial for the EU and the US to realise the untapped potential of a truly integrated transatlantic market, in order to maximise the creation of decent jobs and stimulate a smart, strong, sustainable and balanced growth potential; considers this to be particularly timely in the light of the ongoing economic crisis, the state of the financial markets and financing conditions, the high level of public debt, high unemployment rates and modest growth projections on both sides of the Atlantic, and of the benefits offered by a truly coordinated response to these shared problems;

considérant que les marchés de l'Union et des États-Unis sont fortement intégrés, avec des biens et des services d'une valeur proche de deux milliards d'euros en moyenne qui font quotidiennement l'objet d'échanges bilatéraux et génèrent des millions d'emplois dans les deux économies, et que les investissements de l'Union et des États-Unis sont le véritable moteur de la relation transatlantique et se sont élevés, au niveau bilatéral, à plus de 2 394 milliards d'euros en 2011;
whereas the EU and US markets are deeply integrated, with on average close to EUR 2 billion in goods and services being traded bilaterally each day, thus supporting millions of jobs in both economies, and whereas EU and US investments are the real driver of the transatlantic relationship, with bilateral investments totalling over EUR 2,394 trillion in 2011;

Welcomes the ongoing joint discussion between the EU and the US on how to work collectively to increase growth potential and foster financial stability in order to create high quality jobs; underlines that in order to ensure long-term prosperity and employment, a joint commitment, and effort, is needed to create new opportunities for businesses both large and small, to promote entrepreneurship and to capitalise on the advantages offered by the uniquely integrated transatlantic market; calls for negotiations between the EU and the US and other partners on how to work collectively to tackle the environmental crisis and climate change; calls also for more joint commitment to achieve financial market stability;

Underlines that the EU and the US maintain highly different definitions of public services and services of general economic interest, and recommends precise definitions of these terms; considers that these provisions should be rooted in the framework of the General Agreement on Trade in Services (GATS) and remain consistent with the multilateral system; believes that increased regulatory coherence in services could also improve the integration of the single market in services within the EU and the US; calls for greater cooperation in the exchange of best practices in order to improve transatlantic public sector efficiency; recommends increased mutual dialog on the future of cloud computing, as well as the advances and production of electric vehicles;

Advocates gradually integrating the financial markets through mutual recognition combined with a degree of convergence of the current regulatory frameworks and through the establishment of occasional exemptions whenever possible; recalls that the basic principles for successful integration are free access to markets, regulations that conform to international standards, uniform application of those regulations and an ongoing dialogue with market stakeholders; calls on the EU and the US authorities to avoid setting up barriers to inward investment and enacting legislation having an extra-territorial impact without prior consultation and agreement;

61. recommande que le CET, lors de sa prochaine réunion, se penche sur l'opportunité ou non d'intégrer des sujets plus techniques dans son domaine d'action et se demande si une plus grande coopération entre l'Union et les États-Unis est essentielle pour parvenir à un système efficace de plafonnement et d'échanges en matière d'émissions; recommande de développer ou d'intégrer dans le processus du CET les critères de référence communs qui existent au niveau international pour les industries à grande consommation d'énergie;
61. Recommends that the next TEC meeting should discuss whether it would be helpful to integrate more technical topics into the scope of the TEC and whether greater cooperation between the EU and the US is essential in order to achieve a workable cap-and-trade-emission system; recommends that existing common international benchmarks for energy-intensive industries should be developed or integrated into the TEC process;

21. se félicite de la proposition de la Commission visant à intégrer le secteur de l'aviation dans le système européen d'échange des droits d'émission afin de réduire l'impact du secteur sur les changements climatiques; fait observer qu'il est nécessaire d'engager des négociations avec les États-Unis en temps utile pour intégrer le transport aérien transatlantique dans le système européen d'échange des droits d'émission d'ici 2012, et ce pour que cette intégration s'effectue dans les délais impartis;
21. Welcomes the proposal by the Commission to include aviation in the European emissions trading system to reduce the impact of the aviation sector on climate change; points out that talks will need to be held with the US at an early stage with a view to encompassing transatlantic air traffic within the European emissions trading system by 2012 so as to enable aviation to be included within the time-frame laid down;
