RAPPELANT que la communication de la Commission au Conseil européen de printemps intitulée "Travaillons ensemble pour la croissance et l'emploi - Un nouvel élan pour la stratégie de Lisbonne" , les lignes directrices intégrées (2005-2008) pour la relance de la stratégie de Lisbonne et le programme communautaire de Lisbonne présenté en mai 2005 soulignent l'importance primordiale que revêtent les PME dans le contexte de l'examen à mi-parcours de la stratégie de Lisbonne; RAPPELANT les importantes orientations stratégiques concernant les petites entreprises qui figurent dans les conclusions du Conseil du 7 mars 2005 sur la "stimulation de l'entreprenariat - Charte européenne des petites entreprises", dans celles du 28 novembre 2005 intitulées "Davantage de recherche et d'innovation - investir pour la croissance et l'emploi", ainsi que dans les contributions du Conseil "Compétitivité" aux Conseils européens de printemps de 2004 et de 2005 ; RAPPELANT le rôle essentiel que jouent les PME dans la diffusion de modes de production et de consommation plus durables et, partant, la nécessité d'investir davantage dans les compétences et la compétitivité fondées sur la connaissance; NOTE qu'il est avéré que les charges administratives pèsent de façon disproportionnée sur les PME, et notamment sur les micro-entreprises, et rappelle les conclusions de la session du Conseil "Compétitivité" des 28 et 29 novembre 2005 sur l'amélioration de la réglementation; SE FÉLICITE de la manière dont la ligue d'action en matière de PME est envisagée dans la communication de la Commission intitulée "Mise en œuvre du programme communautaire de Lisbonne - Une politique des PME moderne pour la croissance et l'emploi" .
RECALLING that the Commission Communication to the Spring European Council "Working together for Growth and Jobs – a new start for the Lisbon strategy" , the Integrated Guidelines (2005-2008) for the re-launch of the Lisbon Strategy, and the Community Lisbon Programme submitted in May 2005, underline the key importance of SMEs in the context of the Lisbon mid-term review; RECALLING the important policy messages with regard to small enterprises contained in the Council conclusions on "stimulating entrepreneurship - European Charter for small enterprises" of 7 March 2005 , "research and innovation, growth and employment" of 28 November 2005 , as well as in the contributions from the "Competitiveness" Council to the Spring European Council in 2004 and 2005 ; RECALLING the key importance of SMEs in the diffusion of more sustainable production and consumption patterns and the resulting need for more investment in knowledge-based skill and competitiveness; NOTES that evidence shows that SMEs, and in particular micro-enterprises, are disproportionately affected by administrative burdens and recalls the conclusions of the Competitiveness Council meeting of 28 and 29 November 2005 on better regulation; WELCOMES the proposed approach to SME policy contained in the Commission's communication "Implementing the Community Lisbon Programme - Modern SME policy for growth and employment" .

C. whereas statistical data suggest that, over the past years, the EU has been facing challenges concerning the retention of its leading position in key areas such as economic growth, labour market performance, research and innovation, as stated in the midterm review of the Lisbon process (Communication to the Spring European Council: Working together for growth and jobs - A new start for the Lisbon Strategy (COM(2005)0024 ) and Communication from the Commission to the Council and the European Parliament: Common Actions for Growth and Employment: The Community Lisbon Programme (COM(2005)0330 )),

support for targeted conferences, seminars or workshops, dissemination, information and communication activities in support of the objectives of the Commission Communication of 2 February 2005 to the Spring European Council, entitled “Working together for growth and jobs – A new start for the Lisbon Strategy”, aiming at stimulating the take-up of ICTs as a continuation of the eEurope agenda, and the Commission Communication of 1 June 2005, entitled “i2010 – A European Information Society for growth and employment”; , promoting an open and competitive digital economy, in order to promote cooperation and exchange of experiences and good practices as defined in Article 1a(1)(b).

Les actions entreprises au titre du programme en matière d'étalonnage des performances, de bonnes pratiques et de coordination stratégiques visent à réaliser les objectifs de la communication de la Commission du 2 février 2005 au Conseil européen de printemps intitulée “Travaillons ensemble pour la croissance et l'emploi – Un nouvel élan pour la stratégie de Lisbonne”, qui consistent à stimuler l'adoption des TIC dans le prolongement du programme eEurope, et notamment à promouvoir la large bande, l'administration en ligne, le commerce électronique, la santé et l'apprentissage en ligne, ainsi que les objectifs de la communication de la Commission du 1er juin 2005 intitulée “i2010 – Une société européenne de l'information pour la croissance et l'emploi” qui visent à promouvoir une économie numérique ouverte et concurrentielle.
The actions taken under the programme on benchmarking, good practices and policy coordination shall work to achieve the objectives of the Commission Communication of 2 February 2005 to the Spring European Council, entitled “Working together for growth and jobs – A new start for the Lisbon Strategy”, aiming at stimulating the take-up of ICTs as a continuation of the eEurope agenda and in particular promoting broadband, eGovernment, eBusiness, eHealth and eLearning, and the objectives of the Commission Communication of 1 June 2005, entitled “i2010 – A European Information Society for growth and employment”, promoting an open and competitive digital economy.
