(7) Commission Decision 94/342/EC of 31 May 1994 concerning information and publicity measures to be carried out by the Member States concerning assistance from the Structural Funds and the Financial Instrument for Fisheries Guidance (FIFG)(2) continues to apply to assistance granted under Council Regulation (EEC) No 2052/88 of 24 June 1988 on the tasks of the Structural Funds and their effectiveness and on coordination of their activities between themselves and with the operations of the European Investment Bank and the other existing financial instruments(3), as last amended by Regulation (EC) No 3193/94(4), as well as the regulations adopted to implement that Regulation.

Structural Fund assistance (ERDF, ESF, EAGGF Guidance Section and FIFG) must be accompanied by publicity measures which, with the aim of transparency, inform potential and final beneficiaries of the possibilities offered by the Funds and inform the general public about the role played by the European Union in cooperation with the Member States in this area.

On voit donc que l'évaluation ex ante ne se résume pas au contenu du rapport, mais comprend aussi le processus par lequel les évaluateurs ont dialogué avec les planificateurs, l'objectif ultime étant d'améliorer la qualité des documents de programmation et, de ce fait, d'améliorer l'efficacité et l'impact des interventions des Fonds structurels.
The ex-ante evaluation is therefore not only the content of the evaluation report, but also the process through which the evaluators interacted with the planners. The ultimate objective is to enhance the quality of the programming documents and thereby enhance the effectiveness and impact of the assistance supported by the Structural Funds.
