That, at the ordinary time of daily adjournment on Tuesday, October 17, 2000, today, no proceedings pursuant to Standing Order 38 shall be taken up and the House shall continue to sit for the purpose of considering a motion that this House take note of possible Canadian peacekeeping activities in Ethiopia and Eritrea; that during the debate on the said motion members may speak for no more than 20 minutes, with a 10 minute question and comment period, provided that two members may divide one speaking period; that during the debate on the said motion the Chair shall not receive any dilatory motions, quorum calls or requests for unanimous consent to propose any motions; and, that at 10 p.m. or when no member rises to speak, whichever is earlier, the House shall adjourn to the next sitting day.

Welcomes the seventh and eighth progress reports, as well as the strategic report 2013, and calls on the Commission – which is now launching the 2007-2013 ex-post evaluation – and the Member States to ensure that the monitoring and evaluation are based on reliable data, to look at the efficiency, effectiveness and impact of operations, and to ensure that the ex-post evaluation is completed by the end of 2015 as stipulated in the former General Regulation, in order for clear lessons to be drawn with a view to the implementation of the new programming period;

That, notwithstanding any Standing Order or usual practices of the House, the debate at second reading on Bill C-10 be now deemed adjourned and the House consider a motion in the name of the Leader of the Government in the House of Commons and Minister for Democratic Reform, “That notwithstanding the adoption at third reading of C-13, an act to implement certain provisions of the budget tabled in Parliament on May 2, 2006, this House take note of Bill C-13”, and that, during such debate, no member shall speak for more than 20 minutes and that following each speech a period not exceeding ten minutes shall be made available, if required, to allow members to ask questions and comment briefly on matters relevant to the speech and to allow responses thereto; and that members may indicate to the Speaker that he or she will be dividing his or her time with any other member; and that the motion be deemed withdrawn at the conclusion of government orders today.

Through our action and through our debate this evening, we hope not only that the European Union’s initiative will be acted upon at EU level, but also that, at Member State level, we are heard and that they too make a clear effort to simplify.

Calls for transparency of the funds’ interventions to be guaranteed in order to allow better monitoring of their use, inter alia as regards promoting equality of men and women, the fight against discrimination and social inclusion, and suggests strict monitoring of compliance with this requirement, including application of the necessary measures in the event of non-compliance;
