During the rail service review, an independent panel met with all these folks, as did we all, but the independent panel came forward with a series of recommendations that they hoped would address some of this exclusive provider problem—I guess you'd call it a monopolistic provider—and some of those issues that were raised in submissions by shippers and by ports and others. I met with the forestry crowd this week, and agricultural groups, and so on, and I've urged them during the time that the draft report has come forward—the final report will be written up in the next few weeks—to make sure they put their oars in the water and address the concerns raised in that service review.

Bellehumeur: Monsieur le Président, vous me direz si je me trompe, mais cependant, j'avais cru comprendre, compte tenu qu'on avait un temps limité au niveau des groupes et compte tenu du nombre d'intervenants dans le premier groupe-et vous verrez que vous ne retrouverez aucun amendement du Bloc québécois dans ce groupe-qu'on nous permettait, tout en intervenant dans le premier groupe, d'argumenter sur un amendement proposé par un des proposeurs et je suis un des proposeurs d'un amendement qui viendra seulement dans le 4e groupe et, si je ne m'abuse, je pense que ce groupe ne passerait pas.
Mr. Bellehumeur: Mr. Speaker, tell me if I am mistaken, but I understood that, given the limited time available to discuss each group of motions and the number of members scheduled to address the first group-as you can see, there is no Bloc amendment in this group-, we would be allowed, while speaking to the first group, to argue on any amendment moved by any other member. I am one of the movers of an amendment that will come up only in the fourth group and, if I am not mistaken, I think that this group will not pass.
