As it's presently envisioned, it's that the witnesses be given 10 minutes to make an opening statement, and at the discretion of the chair, during the questioning of witnesses there be an allocation of seven minutes to the first questioner of each party so that's obviously referencing party and starting with the opposition parties, and that thereafter three minutes be allocated to each subsequent questioner. Does that sound fair?
