In order to fully accomplish the high standards of human rights set out in the Trade Agreement, to which both the Andean governments and the European Union are committed, suggests that the parties involved swiftly establish a dedicated domestic advisory group (DAG) on human rights and democratic principles, which should accompany and monitor the implementation of this or other Trade Agreements and work as an effective internal consultation body to the domestic offices that participate in the Committee on Trade of the Trade Agreement, using as a model for its operation the legal framework envisaged in the Trade Agreement for the participation of civil society in the Subcommittee on Trade and Sustainable Development; calls on the parties to the Trade Agreement to guarantee these DAGs the same level of binding involvement for civil society as in the Free Trade Agreement with South Korea, including a formalised and institutionalised complaint mechanism; calls on the parties, furthermore, to ensure the full independence of the DAGs, including as regards their own choice of members of the DAGs;

19. Regrets that more than 20 years after the adoption of the Vienna Declaration on the universality and indivisibility as well as the interdependence and interrelated nature of all human rights, that the International Covenant on Economic, Social and Cultural Rights (ICESCR) is not treated by the EU and its Member States on the same footing and with the same emphasis as the International Covenant on Civil and Political Rights as demonstrated by EU voting behaviour in the UNHRC; recognises the UNHRC’s efforts to put all human rights on an equal footing and with the same emphasis, through the establishment of Special Procedure mandate holders related to economic, social and cultural rights; insists that particular efforts should be made, including by the EU Member States, to secure wide ratification of the Optional Protocol to the ICESCR establishing complaint and inquiry mechanisms;

Welcomes the continued attention which the UNHRC devotes to the dire human rights and humanitarian situation in Syria, as evidenced by the UN resolutions on the situation in the country adopted at the 19th, 20th and 21st UNHRC sessions and the UNHRC Special Session on Syria of 1 June 2012; reiterates the importance of ensuring accountability for violations of international human rights law that have been committed during the conflict;

Believing that the future Macau SAR Executive will promote the constant upholding and the continuous deepening of the principle of constitutional government enshrined in the above-mentioned documents and that, in this connection, it will prepare the reports referred to in the International Pact on Civic and Political Rights and the International Pact on Social, Economic and Cultural Rights which the Government of the People's Republic of China has undertaken to submit regularly to the appropriate UN commissions, pursuant to its guarantee that both pacts will remain in force in Macau, the same applying to the basic labour laws laid down in ILO conventions;
