Urges the Member States to ensure the availability of legal avenues for migration to the EU and to introduce targeted legal migration programmes; stresses the need for the Member States to establish bilateral agreements with those states that statistics show to be the sending countries of domestic workers and carers, in order to regularise the sending and receiving flow, helping in this way to combat trafficking and forced labour networks, but deterring, nevertheless, the phenomenon of social dumping; calls on the Member States to ratify the International Convention on the Protection of the Rights of all Migrant Workers and Members of their Families, adopted by the United Nations General Assembly on 18 December 1999.

Calls on all competent authorities to facilitate the revision of their respective legislation and to ensure the establishment of an independent, impartial and effective judicial system in line with EU and international standards and in order to strengthen the rule of law for the benefit of all citizens; welcomes the fact that some progress has been made, via the structured dialogue on the judiciary, on creating a balance between State- and Entity-level judicial competences; urges the Government, however, to effectively implement the Justice Sector Reform Strategy and to prevent attempts to weaken State-level judiciary institutions such as the High Judicial and Prosecution Council (HJPC);

73. reconnaît que les politiques de citoyenneté, les politiques linguistiques et éducatives ont été harmonisées, pour ce qui est de leur cadre juridique, avec les normes internationales; invite toutefois les autorités lettones à garantir une éducation bilingue pendant la scolarité, jusqu'aux examens finaux, conformément aux dispositions actuelles qui prévoient 60% pour la langue officielle et 40% pour la langue minoritaire et souligne la nécessité de maintenir des possibilités correctes d'enseignement pour la langue minoritaire; considère qu'une application souple de la loi sur l'éducation pourrait contribuer à l'intégration sociale et économique de la minorité russophone au sein de la société lettone et à promouvoir le dialogue, afin d'apaiser les tensions avec cette minorité qui représente une part non négligeable de la population;

Recognises that, in terms of their legal framework, citizenship, language and education policies have been brought into line with international standards; calls, however, on the Latvian authorities to ensure bilingual school education, including the final exams, according to the current rules, which envisage 60% of teaching in the state language and 40% in the minority language; stresses the necessity of maintaining adequate scope for minority language teaching; considers that flexible application of the education law could contribute to social and economic integration of the Russian-speaking minority in Latvian society and promote dialogue so as to soften tensions with this minority, which represents a significant part of the population;
