Les parties, réaffirmant l'importance de la lutte contre le terrorisme et conformément aux conventions internationales applicables, notamment en ce qui concerne le droit humanitaire international et la législation internationale relative aux droits de l'homme et aux réfugiés, ainsi que conformément à leurs législations et réglementations respectives, et compte tenu de la stratégie mondiale contre le terrorisme adoptée par l'Assemblée générale des Nations unies dans sa résolution no 60/288 du 8 septembre 2006, conviennent de coopérer à la prévention et à l'éradication des actes terroristes.
1. The Parties, reaffirming the importance of the fight against terrorism, and in accordance with applicable international conventions, including international humanitarian, human rights and refugee law, as well as with their respective legislation and regulations, and, taking into account the UN Global Counter-Terrorism Strategy, contained in the UN General Assembly Resolution No 60/288 of 8 September 2006, agree to cooperate in the prevention and suppression of terrorist acts.

Takes note of the fact that the Secretary-General of the Council of the European Union and High Representative for the CFSP, Javier Solana, reaffirmed that Member States must ensure that any measures they take to combat terrorism comply with their obligations under international law; expresses its concern about the omissions in the statements made to the Temporary Committee by the Council and its Secretary-General, regarding the Council's discussions and knowledge of the methods used by the United States in its campaign against terrorism; deplores the fact that he was unable to supplement the evidence already in the possession of the Temporary Committee; asks the Council to disclose all facts and discussions about matters within the remit of the Temporary Committee and to promote a European foreign policy and an international anti-terrorism strategy that respect human rights and fundamental freedoms;

F. insister sur le fait que la solidarité internationale est absolument indispensable dans la lutte contre le terrorisme afin de priver ce dernier de ses bases idéologiques, financières, opérationnelles et logistiques; rappeler que la coopération internationale découle généralement de la perception du caractère commun de la menace et que, tant que certains pays considéreront que le terrorisme n'est pas leur affaire, la coopération internationale demeurera sans résultat;
F. to insist that international cooperation and support are absolutely essential in fighting terrorism, so as to remove its ideological, financial, operational and logistical structures; to stress that international cooperation is generally born of the acceptance of a shared threat and that as long as some countries consider that terrorism does not affect them, international cooperation will not bear fruit,

An indication of the growing concern about this phenomenon at international level was the adoption by the United Nations General Assembly of a Convention against Transnational Organised Crime, supplemented by a Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children, and a Protocol Against the Smuggling of Migrants by Land, Sea and Air.
