In line with the recent Joint Communication "Towards an EU strategy for international cultural relations", it will promote the preservation of cultural heritage as a key element of the EU’s external policies, searching for responses to the criminal destruction of cultural heritage in conflict zones and the illegal trafficking of cultural artefacts.

Étant donné que l’objectif de la directive 2003/71/CE est de permettre aux investisseurs d’évaluer en connaissance de cause le patrimoine, la situation financière, les résultats et les perspectives d’un émetteur et que celui de la directive 2004/109/CE est de permettre aux investisseurs d’évaluer en connaissance de cause la situation financière des émetteurs dont les valeurs mobilières sont admises à la négociation sur un marché réglementé, il convient de définir l’équivalence par référence à la capacité des investisseurs de procéder à une évaluation similaire de la situation financière et des perspectives de l’émetteur, que les états financiers soient établis conformément aux normes comptables d’un pays tiers ou aux normes internationales d’information financière (ci-après «IFRS»).
Given the objectives of Directive 2003/71/EC to ensure that investors are able to make an informed assessment of the assets and liabilities, financial position, profit and losses and prospects of an issuer, and the objectives of Directive 2004/109/EC to enable investors to make an informed assessment of the financial situation of issuers with securities admitted to trading on a regulated market, it is appropriate that equivalence should be defined by reference to the ability of investors to make a similar assessment of the issuer’s financial position and prospects, irrespective of whether financial statements are drawn up in accordance with the accounting standards of a third country or with International Financial Reporting Standards (hereinafter IFRS).

(3) La communication de la Commission au Parlement européen et au Conseil sur une stratégie forestière pour l'Union européenne a souligné la nécessité de protéger l'environnement naturel et le patrimoine forestier, d'assurer une gestion durable des forêts et de soutenir la coopération internationale et paneuropéenne dans le domaine de la protection des forêts, en faisant référence à la surveillance des forêts et à la promotion de leur rôle de puits de carbone.
(3) The Communication from the Commission to the European Parliament and the Council on a forestry strategy for the European Union stressed the need to protect the natural environment and the forest heritage, to manage forests sustainably and to support international and pan-European cooperation concerning the protection of forests, making reference to forest monitoring and the promotion of forests as carbon sinks.
