Among the Member States witnessing situations of considerable pressure and in light of the recent tragic events in the Mediterranean, Italy and Greece in particular have experienced unprecedented flows of migrants, including applicants for international protection who are in clear need of international protection, arriving on their territories, generating a significant pressure on their migration and asylum systems.

La réinstallation doit viser principalement les personnes pouvant prétendre à une protection internationale conformément aux critères définis et codifiés dans la directive du Conseil concernant les normes minimales relatives aux conditions que doivent remplir les ressortissants des pays tiers et les apatrides pour pouvoir prétendre au statut de réfugié ou de personne qui, pour d'autres raisons, ont besoin d'une protection internationale, et relatives au contenu de ces statuts (ci-après: «la directive relative aux conditions requises». La sélection des candidats à la réinstallation pourrait se faire en fonction de plusieurs critères et comprendre la réinstallation de groupes identifiés comme ayant besoin d'une protection internationale et considérés par les États membres comme susceptibles de bénéficier de la réinstallation en vertu du programme de l'UE en la matière. Il est également envisageable que l'UE assume des responsabilités particulières à l'égard des groupes de réfugiés vulnérables ou des réfugiés confrontés à des difficultés d'intégration dans le pays tiers concerné (par exemple les victimes de tortures ou de violences sexuelles, les défenseurs des droits de l'homme, les membres de groupes ethniques, religieux ou autres victimes de discrimination dans le pays d'accueil), mais qui pourraient comparativement mieux s'intégrer et être mieux protégés dans un État membre de l'UE.
29. Resettlement must be primarily targeted at those who qualify for international protection according to the criteria defined and codified in the Council Directive on minimum standards for the qualification and status of third country nationals and stateless persons as refugees or as persons who otherwise need international protection (the Qualification Directive). The selection of candidates for resettlement could be predicated on several criteria and could include the resettlement of groups determined to be in need of international protection and who Member States regard as eligible for resettlement under the EU resettlement scheme. It could also be envisaged that the EU takes some special responsibility for vulnerable groups of refugees or those for whom there are integration difficulties in the third country concerned (e.g. victims of torture or sexual violence, human rights defenders, members of specific ethnic, religious or other groups discriminated against in the host country) but for whom, by comparison, there may be more integration and protection potential in an EU Member State.
