The EU welcomes the commitment expressed once more by the international community at the Contact Group meeting held in Istanbul on 15 July to support the Libyan people in their ongoing transition process, from the Kadhafi era and towards the creation of a united, sovereign and democratic Libyan state.

Compte tenu du quota final adapté de dorade rose alloué à l’Espagne pour 2011, applicable dans les eaux UE et les eaux internationales de la zone IX (SBR/09-), qui s’élève à 714 tonnes, il se peut qu’une quantité maximale de 57,12 tonnes, soit 8 %, de dorade rose ait été pêchée par l’Espagne dans les eaux UE et les eaux internationales des zones VI, VII et VIII (SBR/*678-), quantité qui aurait dû être prise en considération pour fixer le quota final alloué à l’Espagne de SBR/*678- à déduire conformément au règlement d'exécution (UE) no 700/2012.
Considering the 2011 Spanish final adapted quota for red seabream in EU and international waters of IX (SBR/09-) amounting to 714 tonnes, a maximum of 57,12 tonnes, corresponding to 8 %, of red seabream may have been fished by Spain in EU and international waters of VI, VII and VIII (SBR/*678-). It is this amount that should have been taken into account to fix the Spanish final quota of SBR/*678- to be deducted according to Implementing Regulation (EU) No 700/2012.

Recognises the second round of the EU-Uzbekistan human rights dialogue, which took place on 5 June 2008; notes the seminar on media freedom, held in Tashkent on 2 and 3 October 2008; however, considers that the seminar failed to achieve its aim of providing an open discussion on the human rights violations and freedom of the media in Uzbekistan, as was originally intended; notes the continuing absence of an independent international inquiry into the Andijan massacre and the lack of any improvement in the human rights situation in Uzbekistan; welcomes the release of two human rights defenders, Dilmurod Mukhiddinov and Mamarajab Nazarov; condemns the holding of human rights defenders and independent journalists in prison on politically motivated charges and urges the Uzbek authorities to release all human rights defenders and other political prisoners; reiterates its deep concern at the imprisonment of Salijon Abdurakhmanov, an independent journalist, and Agzam Turgunov, a human rights activist; takes note of the Council's Conclusions of 13 October 2008 on Uzbekistan; urges the Uzbek authorities to accept the accreditation of the new Country Director of Human Rights Watch and to allow that organisation and other international organisations and NGOs to operate without hindrance; asks Uzbekistan to cooperate fully and effectively with the UN Special Rapporteurs on torture and on freedom of expression and to revoke restrictions on the registration and operation of NGOs in Uzbekistan; notes that the Council has decided not to renew the travel restrictions applying to certain individuals referred to in Common Position 2007/734/CFSP , which had been suspended in accordance with the Council's conclusions of 15-16 October 2007 and 29 April 2008; welcomes the fact that the Council has however decided to renew, for a period of 12 months, the arms embargo imposed in that Common Position; invites the Council and the Commission to review the overall human rights si ...

se félicite que la troisième conférence internationale visant à la conclusion d'un traité international interdisant l'utilisation, la production, le transfert et le stockage de bombes à sous-munitions conformément aux principes du droit humanitaire international ait eu lieu à Vienne en décembre 2007 avec l'entier soutien de l'Union (18); invite la Roumanie et Chypre, les deux seuls États membres de l'Union qui ne l'ont pas encore fait, à adhérer à la déclaration d'Oslo du 23 février 2007 sur les armes à sous-munitions; se prononce sans réserves en faveur des conférences du processus d'Oslo qui se sont tenues à Wellington du 18 au 22 février 2008 et qui se tiendront à Dublin du 19 au 30 mai 2008; souhaite que tous les États membres de l'Union puissent signer le traité lors de la cérémonie qui se déroulera à Oslo à la fin de 2008;
Welcomes the fact that the third international conference aiming at the conclusion of an international treaty prohibiting the production, use, transfer or storage of cluster bombs in accordance with the principles of IHL was held in Vienna in December 2007 with the full support of the European Union (18); calls on Romania and Cyprus, as the only two EU Member States that have not yet done so, to endorse the Oslo Declaration on Cluster Munitions of 23 February 2007; fully supports the Oslo process conferences held in Wellington from 18 to 22 February 2008 and fixed to take place in Dublin from 19 to 30 May 2008; expects that all European Union Member States will be able to sign the treaty at the ceremony planned to be held in Oslo in late 2008;

101. déplore que les violences se poursuivent au Darfour sans contrôle et que le gouvernement soudanais ne soit pas tenu pour responsable de ses manquements répétés à se conformer aux demandes internationales et à protéger ses propres citoyens de la violence, mais salue les récentes inculpations par la CPI; regrette que l'UE n'ait pas mené davantage d'actions unilatérales en ce qui concerne la crise au Darfour et qu'elle n'ait pas déployé davantage d'efforts pour persuader le gouvernement soudanais d'accepter une force internationale de maintien de la paix; souligne qu'il faut une pression diplomatique permanente pour montrer au gouvernement soudanais que ses engagements verbaux doivent être suivis d'efforts complets et soutenus pour mettre fin aux violences au Darfour et le convaincre que la communauté internationale n'acceptera plus de sa part aucune négligence envers ses engagements et envers sa responsabilité à protéger ses citoyens; invite instamment le Conseil à convenir d'un plan visant à imposer des sanctions spécifiques et ciblées au régime de Khartoum, selon un calendrier précis, en cas de non-respect des demandes de la communauté internationale; invite instamment l'UE à contribuer (et à exercer des pressions sur les autres pour qu'ils contribuent également) à une force internationale de maintien de la paix et à l'imposition de zones d'interdiction de survol au Darfour et à veiller à ce que l'Union africaine se voie accorder des ressources et une aide suffisantes pour s'acquitter de sa mission; demande que l'UE fasse pression en faveur d'une mission de maintien de la paix des Nations unies au Tchad qui soit pourvue d'un mandat de protection civile fort; implore les États membres, le Conseil et la Commission d'assumer leurs responsabilités et d'apporter à la population du Darfour une protection efficace contre une catastrophe humanitaire;
101. Deplores the fact that the violence in Darfur has continued unchecked, and that the Sudanese government has not been held accountable for its repeated failures to comply with international demands and protect its citizens from violence, while welcoming the recent indictments issued by the ICC; regrets that the EU has not taken more unilateral action regarding the crisis in Darfur and has not tried harder to persuade the government of Sudan to accept an international peacekeeping force; stresses that persistent diplomatic pressure is needed to demonstrate to the government of Sudan that its verbal commitments must be followed by comprehensive and sustained efforts aimed at halting the violence in Darfur, and that the international community will not accept further neglect by Sudan of its commitments and its responsibility to protect its citizens; urges the Council to agree a plan of specific, targeted sanctions to be imposed on the Khartoum regime, in accordance with a clear timetable, in the event of non-compliance with the demands of the international community; urges the EU to contribute (and to put pressure on others to also contribute) to an international peacekeeping force and the enforcement of the no-fly zone over Darfur, and to ensure that the African Union is adequately resourced and assisted to fulfil its mandate; asks that the EU push for a UN peacekeeping mission in Chad with a strong civilian protection mandate; implores the Member States, the Council and the Commission to assume their responsibilities and to provide effective protection for the people of Darfur from a humanitarian disaster;

Why not wait until the important meetings concerning the ICC have been held by the international community when we will have more information available to decide on?
