Dans le cas où un service international par autocars et autobus existant affecte sérieusement, sur les tronçons directs concernés, la viabilité d’un service comparable couvert par un ou plusieurs contrats de service public conformes au droit communautaire à la suite de circonstances exceptionnelles impossibles à prévoir lorsque l’autorisation a été accordée, un État membre peut, avec l’accord de la Commission, suspendre ou retirer l’autorisation d’exploiter le service international d’autobus et d’autocars après avoir donné un préavis de six mois au transporteur.
In the event that an existing international coach and bus service is seriously affecting the viability of a comparable service covered by one or more public service contracts conforming to Community law on the direct sections concerned, due to exceptional reasons which could not have been foreseen at the time of granting the authorisation, a Member State may, with the agreement of the Commission, suspend or withdraw the authorisation to run the international coach and bus service after having given 6 months’ notice to the carrier.

Pour assurer un cadre cohérent au transport international de passagers par autocars et autobus dans l'ensemble de la Communauté, il convient que le présent règlement s'applique à tous les transports internationaux effectués sur le territoire communautaire.
To ensure a coherent framework for the international carriage of passengers by coach and bus throughout the Community this Regulation should apply to all international carriage on Community territory.

Il y a lieu de subordonner le transport international de passagers par autocars et autobus à la détention d'une licence communautaire.
The international carriage of passengers by coach and bus should be conditional on the possession of a Community licence.

À cet égard, la Commission examinera comment garantir un niveau d'assurance adéquat et une approche uniforme en matière de responsabilité dans le transport international par autocar.
In view of this, the Commission will examine how to guarantee an adequate level of cover and a uniform approach to liability in international coach transport.

À partir du 1er janvier 2000, dans le cas où un service international par autocars et autobus existant affecte sérieusement la viabilité d'un service ferroviaire comparable sur les tronçons directs concernés, un État membre peut, avec l'accord de la Commission, suspendre ou retirer l'autorisation d'exploiter le service international d'autobus et d'autocars après avoir donné un préavis de six mois au transporteur.
As from 1 January 2000, in the event that an existing international bus service is seriously affecting the viability of a comparable rail service on the direct sections concerned, a Member State may, with the agreement of the Commission, suspend or withdraw the authorization to run the international bus service after having given six months' notice to the carrier.
