Strongly condemns the continuing provocative, inflammatory and anti-Semitic rhetoric of the Iranian President, who has called for Israel to be ‘wiped out’, and particularly deplores the threats made against the very existence of the State of Israel; is very concerned by the exponentially rising numbers of executions in Iran, which come down to extrajudicial state murder in view of the lack of any due process, as well as by the continued systematic repression of citizens aspiring to more freedom and democracy; stresses that official mutual contacts between the delegations of the European Parliament and the Majlis should also be used to address human rights issues, should be conditional on free access to visit political prisoners and human rights activists and the representatives should be given the opportunity to exchange freely a full range of political opinions; calls on the VP/HR to make arrangements for re-establishing an EU Delegation in Iran in order to be able to monitor, from an EU perspective, the situation on the ground; urges the Iranian regime to abstain from interference to Iraqi internal affairs;

42. prend acte des institutions et du vaste encadrement d'accords internationaux et de droit international régissant des domaines d'importance pour l'Arctique, tels que la CNUDM (qui inclut les principes fondamentaux de la liberté de navigation et du droit de passage inoffensif), l'OMI, la convention OSPAR , la Commission des pêches de l'Atlantique du Nord-Est (CPANE), la CITES et la convention de Stockholm, ainsi que les nombreux cadres et accords bilatéraux existant en plus des réglementations nationales en vigueur dans les États arctiques; en conclut donc que la région arctique ne saurait être regardée comme un vide juridique, mais plutôt comme une zone dotée d'instruments de gouvernance bien développés; fait cependant remarquer, face aux défis posés par le changement climatique et l'accélération du développement économique, qu'il convient que les règles existantes soient davantage développées, renforcées et mises en œuvre par toutes les parties;

Recognises the institutions and the broad framework of international law and agreements that govern areas of importance to the Arctic such as UNCLOS (including the basic principles of freedom of navigation and innocent passage), the IMO, the OSPAR Convention , the North East Atlantic Fisheries Commission (NEAFC), CITES and the Stockholm Convention as well as the existing numerous bilateral agreements and frameworks, in addition to the national regulations in place in the Arctic States; thus concludes that the Arctic region is not to be regarded as a legal vacuum, but as an area with well developed tools for governance; nevertheless points out that, due to the challenges of climate change and increasing economic development, those existing rules need to be further developed, strengthened and implemented by all parties concerned;

En conclusion, j’estime que les conditions d’un traité international sur l’Arctique ne sont pas encore réunies et que nous devrions plutôt concentrer nos efforts en vue de garantir l’application efficace des cadres juridiques existants, afin de combler les éventuelles lacunes et d’adapter les règles aux spécificités de l’Arctique.
In conclusion, I consider that the conditions are not yet right for an international treaty on the Arctic, and that we should rather focus our efforts on ensuring the effective application of the existing legal frameworks, thus filling the gaps that might exist, and adapting the rules to the specificities of the Arctic.

Étant donné l'engagement du Conseil européen de Tampere de souscrire à une interprétation "intégrale et globale" de la convention de Genève, un régime européen de protection des réfugiés devrait compléter le régime international existant plutôt que supplanter celui-ci.
Given the commitment made in Tampere to the 'full and inclusive' interpretation of the Geneva Convention, an EU regime for the protection of refugees should not undermine the existing international regime, but rather complement it.

What worries me, as somebody who has for a long time believed that there are certain conditions in which the old principle of non-interference in the internal affairs of a sovereign state can be breached in order to defend human beings, is I fear that if Kosovo had happened post-Iraq instead of before Iraq, we probably would not have intervened, and that is an alarming thought.
