In addition to Philip Morris International’s already existing fiscal compliance policy, the Agreement contains strong provisions, approved by all parties, which provide them with a mechanism for the long-term prevention of any large-scale smuggling of genuine Philip Morris cigarettes in the European market.

Dans un nouvel avis adopté le 19 septembre, le CESE suggère les modifications suivantes afin d'améliorer l'accessibilité et la transparence des accords volontaires, et plus particulièrement la prévisibilité du résultat final pour les auteurs des accords volontaires concernés : définition plus claire des "parties intéressées", prise en compte des accords volontaires pour l'attribution d'un écolabel, certification EMAS et marchés publics, modalités et critères de reconnaissance des accords volontaires, critères de fonctionnement interne des accords volontaires, suppression de l'exigence relative au "rapport coût-efficacité de l'administration" et compatibilité avec les règles de la concurrence.
In a new opinion adopted on 19 September, the EESC suggests the following amendments in order to make voluntary agreements more accessible and transparent, and in particular to give greater certainty in terms of the final outcome for stakeholders proposing such agreements: a better definition of "stakeholders", consideration of voluntary agreements for the award of ecolabels, EMAS-certification and public procurement, modalities of acknowledgement of voluntary agreements and criteria for recognition, criteria for the internal functioning of voluntary agreements, removal of the requirement for cost-effective administration and ensuring compatibility with competition rules.
