Mr. Michel Guimond (Beauport—Montmorency—Côte-de-Beaupré—Île-d'Orléans, BQ): Mr. Speaker, today, the Air Canada Pilots Association filed a complaint with the Canadian Transportation Agency regarding the agreement linking American Airlines and Canadian International Airlines, and more specifically the provision providing that the American carrier has a veto over any major decision, including takeovers or mergers affecting Canadian International Airlines.

En second lieu, Montréal international, la Chambre de commerce, l'Association des hôtels du Grand Montréal et l'Office des congrès et du tourisme du Grand Montréal sont d'avis que la future loi ne devrait pas s'appliquer dans le cas de certains grands événements internationaux. Les grands événements internationaux, pour être exemptés, devraient répondre aux cinq critères suivants. Premièrement, que l'événement soit sanctionné par une organisation ou une association internationale reconnue; deuxièmement, que l'événement fasse partie d'un circuit international; troisièmement, que l'universalité de la provenance des concurrents ou participants à l'événement soit reconnue; quatrièmement, que l'événement soit télédiffusé dans un nombre très important de pays, assurant ainsi visibilité et une notoriété qu'il serait très coûteux d'obtenir autrement; et cinquièmement, que l'événement génère des retombées économiques et touristiques appréciables.
Secondly, Montréal international, the Chamber of Commerce, the Hotel Association for Greater Montreal and the Office des congrès et du tourisme du grand Montréal believe that certain major international events should be exempted from the bill's provisions, provided they satisfy the following five criteria: firstly, the event must be sanctioned by a recognized international association or organization; secondly, the event must be a stop on an international circuit; thirdly, participants in the event must come from around the world; fourthly, the event must be broadcast to a significant number of countries, thus ensuring visibility and renown which would be very costly to achieve otherwise; and fifthly, the event must generate tangible economic and tourism spin-offs.

La Commission veillera à faciliter la tâche de l'Office afin qu'il puisse intégrer l'action de ces services qui participent à la protection des intérêts financiers des Communautés, en particulier celle du service d'audit interne, en vue d'améliorer la valeur ajoutée apportée par le niveau communautaire, notamment par la constitution de groupes de travail ou d'équipes mixtes associant l'Office et l'ensemble des services à la protection des intérêts financiers des Communautés.
The Commission will aim to facilitate the task of the Office so that it can integrate the action of these services which participate in protection of the Communities financial interests, in particular the internal audit service, to improve the added value brought by the Community level, in particular by setting up working groups or mixed teams involving the Office and all the services in protection of the Communities' financial interests.

C'est pourquoi la Commission englobera dans son approche stratégique le renforcement des actions déjà conduites par ses services, qui impliquent des effectifs importants, pour rendre plus rigoureuse la gestion financière, notamment à travers la décentralisation de la fonction de contrôle financier et la mise en place d'un service d'audit interne ainsi qu'à travers la constitution de groupes de travail et d'équipes conjointes associant l'Office et l'ensemble des services de la Commission.
This is why the Commission will encompass in its strategic approach the reinforcement of actions already undertaken by its services, which imply significant staff resources, to make financial management more rigorous, in particular through the decentralisation of the financial control function and the setting up of an internal audit service as well as through the establishment of working groups and mixed teams involving the Office and all the Commission departments.
