Is deeply concerned about the continuing acts of violence perpetrated against the civilian population, vulnerable groups and religious communities, including Christians; urges the Iraqi authorities to combat terrorism and sectarian violence, to protect the civilian population from further violence, to protect vulnerable groups, to protect religious communities, including Christians, to improve security and public order, and to do everything in their power to bring the perpetrators, organisers, financers and sponsors of all acts of violence and terrorism to justice; urges all states, in accordance with their obligations under international law and the relevant UNSC resolutions, to cooperate actively with the Iraqi authorities in this regard; welcomes the support expressed by the EU to the Iraqi authorities in the fight against terrorism, and the fact that the EU is ready to cooperate with Iraq on a comprehensive response to this global threat, in compliance with human rights and international humanitarian law; takes positive note of the decision by Iraq’s Council of Ministers of 21 January 2014 to prepare a study on the establishment of a province on the Ninawa Plain, which has the largest population of Christians in Iraq;

That this House note the allegations that war crimes, crimes against humanity, and other serious violations and abuses of human rights were committed during the Sri Lankan civil war; call for an independent international inquiry mechanism to establish the truth of these events, given the continued absence of a credible national process; welcome the report of the UN High Commissioner for Human Rights on promoting reconciliation and accountability in Sri Lanka; and encourage the Government of Canada to continue taking a strong position on this issue at the UN Human Rights Council and in other international forums.

MIDDLE EAST PEACE PROCESS - COUNCIL CONCLUSIONS The Council confirms the European Union's desire to continue its support for the peace process through the development and deepening of cooperation with the West Bank and the Gaza Strip on the political, economic, commercial and financial levels: Accordingly, the Council: - calls on the authorities concerned to make every effort to speed up the implementation of the European Union's joint strategy for the West Bank and the Gaza Strip; - welcomes the signing of the memorandum of understanding on a loan guarantee signed by the European Investment Bank with President Arafat, and calls on the Commission and the EIB to present at the earliest opportunity their assessment of the situation to enable the Council to study the possibility of coupling EIB loans for the West Bank and the Gaza Strip with interest rate subsidies or other similar resources; - encourages the Commission to adopt the necessary measures to enable the West Bank and the Gaza Strip to receive increased aid in line with the conclusions of the Cannes European Council; - while drawing attention to the trade measures already taken by the Community to promote the regional and international integration of the Palestinian economy, confirms the intention expressed by the European Union at the Paris Conference of improving the means by which Palestinian exports can be promoted through the granting of tariff exemptions and other trade facilities.
