To achieve this result, the Commission undertakes to develop appropriate tools to provide, in the course of the budgetary procedure, rolling forecasts of payments by (sub)heading for (sub)headings 1b, 2 and 5 and by programmes for (sub)headings 1a, 3 and 4 focused on the years N and N+1, including the evolution of unpaid bills and of outstanding commitments (RALs); these forecasts will be regularly updated on the basis of budgetary decisions and of any relevant development having an impact on the payment profiles of the programmes; payments forecasts will be presented in July, in the framework of the inter-institutional meetings on payments foreseen in point 36§3 of the Annex of the IIA;

D. considérant que la Commission compte présenter une communication exposant les principales orientations qui devraient être à la base du prochain cadre financier au plus tard à l'automne 2009 et doit présenter un rapport sur le fonctionnement de l'accord interinstitutionnel du 17 mai 2006 (deuxième phase du processus), et que les propositions relatives au prochain cadre financier pluriannuel et au prochain accord interinstitutionnel seront présentées par la prochaine Commission (troisième phase) au cours de l'année 2010,
D. whereas the Commission intends to present a Communication outlining the main orientations that should design the next financial framework at the latest in Autumn 2009 and should present a report on the functioning of the IIA of 17 May 2006 (step two of the process) while the proposals for the next multiannual financial framework (MFF) and IIA will be made by the next Commission (step three) in the course of 2010,
