5. rappelle qu'il existe encore une marge d'amélioration et d'utilisation plus efficace des ressources budgétaires dans un certain nombre de domaines et souhaiterait mettre en lumière, à nouveau, le domaine de la coopération interinstitutionnelle; partage l'avis de la Cour des comptes selon lequel un renforcement de la coopération dans le domaine des services linguistiques pourrait apporter une certaine marge d'économies; a donc décidé qu'il s'agissait d'une priorité pour 2010 et invite les institutions à améliorer ces aspects, y compris en renégociant les dispositions actuelles relatives au partage des ressources internes de traduction;
5. Recalls that there is still room for improvement and more effective use of budget resources in a number of areas and would like to highlight, again, the area of inter-institutional cooperation; agrees with the Court of Auditors that increased cooperation in the field of language services could provide some margin for savings; has therefore made this a priority for 2010 and calls on the institutions to further improve these aspects, including a re-negotiation of the current arrangements in place for the sharing of internal translation resources;

La Commission accueillerait avec intérêt l'avis de la Cour des comptes européenne sur les actions proposées dans l'accord interinstitutionnel et souhaiterait aussi connaître son opinion sur la question de savoir si ces actions, si elles sont mises en œuvre de manière adéquate, fourniraient à la Cour un point de départ suffisant pour obtenir une assurance sur la légalité et la régularité des opérations sous-jacentes, notamment en ce qui concerne l'évaluation des erreurs détectées dans les mesures couvertes par un cadre de contrôle pluriannuel.
The Commission would welcome the opinion of the European Court of Auditors on the actions proposed in the Inter-institutional agreement, and would also like its views on whether, if adequately implemented, they would be sufficient to provide the Court with a basis for an assurance on the legality and regularity of the underlying transactions, in particular on the evaluation of errors found in measures covered by a multi-annual control framework.

Outre le fait que les règles actuelles concernant le dégagement d’office des crédits (articles 11 et 157 du règlement (CE, Euratom) n°1605/2002 du Conseil du 25 juin 2002 portant règlement financier applicable au budget général des Communautés européennes) sont toujours appliquées, le Conseil souhaiterait porter à l’attention de l’auteur de la question que la nouvelle disposition, à savoir le point 17 de l’accord interinstitutionnel entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire et la bonne gestion financière (JO C139, du 14.06.2006, p. 1), prévoit que si le PIB cumulé estimé d’un État membre s’est écarté de plus de +/-5% du PIB cumulé estimé lors de l’élaboration de l’accord, la proportion des dépenses inutilisées au titre de la ligne budgétaire 1B peut servir à couvrir les effets des ajustements des montants alloués au titre des Fonds soutenant la politique de cohésion de l’État membre concerné.
In addition to the fact that the present rules on automatic decommitment of appropriations (Articles 11 and 157 of Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities) are still being applied, the Council would draw the questioner’s attention to the new arrangement, that is to say, Point 17 of the Interinstitutional Agreement between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management (OJ C 139, 14.6.2006, p. 1), whereby the proportion of expenditure not taken up under sub-heading 1 B may be used to cover the effects of adjustments in amounts allocated from funds supporting cohesion to any Member State recording a difference of more than +/-5% from the cumulated gross domestic product estimated at the time when the agreement was drawn up.
