La Commission : publiera en 2006 une étude sur l’incidence de la pénurie de compétences linguistiques sur l’économie européenne ; publiera en 2006 un inventaire des systèmes de certification linguistiques disponibles dans l’Union européenne ; lancera une étude sur les possibilités d’utiliser davantage le sous-titrage au cinéma et dans les émissions télévisées pour promouvoir l’apprentissage des langues ; publiera la base de données multilingue interinstitutionnelle IATE (Inter-Agency Terminology Exchange) en tant que service pour toute personne ayant besoin de termes validés provenant de contextes liés à l’UE ; organisera en 2006 une conférence sur la formation des traducteurs dans les universités ; lancera, dans le cadre d’i2010, une initiative phare sur les bibliothèques numériques qui visera à rendre l’utilisation des sources multimédias plus facile et intéressante et s’appuiera sur le riche patrimoine de l’Europe, lequel associe des environnements multiculturels et multilingues[34], et regroupera et coordonnera les travaux des chercheurs européens dans les domaines des technologies du langage humain, de la traduction automatique et de la création de ressources linguistiques telles que des dictionnaires et des thésaurus, ainsi que sur les défis techniques propres au contexte européen (notamment la priorité donnée à la qualité des applications multilingues et des systèmes de traduction automatique).
The Commission will: publish a study on the impact on the European economy of shortages of language skills in 2006; publish on the web an inventory of the language certification systems available in the European Union in 2006; launch a study on the potential for greater use of sub-titles in film and television programmes to promote language learning; publish the inter-institutional, multilingual database IATE (Inter-Agency Terminology Exchange) as a service to anyone needing validated terms from EU-related contexts; organise a conference on translator training in universities, in 2006; Launch under i2010 a flagship initiative on digital libraries making multimedia sources easier and more interesting to use, and building on Europe’s rich heritage combining multicultural and multilingual environments,[34] and Bring together and coordinate the work of European research teams in the fields of human language technologies, machine translation, and the creation of language resources such as dictionaries and thesauri, and set technical challenges specific to the European context (such as the focus on the quality of multilingual applications and machine translation systems).

En raison du maintien de l'effort de cohésion économique et sociale en tant qu'objectif prioritaire de l'Union, l'Accord interinstitutionnel entre le Parlement européen, le Conseil et la Commission, du 6 mai 1999, sur la discipline budgétaire et l'amélioration de la procédure budgétaire sur les perspectives financières de 2000-2006 prévoit le maintien de l'effort financier en faveur de la cohésion économique et sociale à 0,46% du PNB de l'UE pour la période 2000 -2006 (comme c'était le cas pour la période 1993-1999).
To maintain economic and social cohesion as one of the Union's priority objectives, the Interinstitutional Agreement between the European Parliament, the Council and the Commission of 6 May 1999 on budget discipline and improvement of the budget procedure for the 2000-06 financial perspective maintains the funding for economic and social cohesion at 0.46 % of the Union's GNP for the period 2000-06 (as was already the case in the period 1993-99).

The main impacts have included: the rise in the number of French-language health training programs and their noticeable effect on the number of francophone and bilingual health professionals serving the communities; the availability of distance education, an approach that provides better access to postsecondary education in French for francophone students in remote and often poorly served communities; increased collaboration on health issues among all involved parties, on a federal-provincial/territorial level as well as on inter-provincial and inter-institutional levels, thanks to the leveraging effect created by federal funding.

19. Les efforts visant à simplifier et à améliorer l'environnement réglementaire seront poursuivis avec détermination aux niveaux tant national que communautaire, y compris pour ce qui des aspects interinstitutionnels, en mettant tout particulièrement l'accent sur la nécessité d'alléger la charge administrative pesant sur les PME.
Efforts to simplify and improve the regulatory environment will be vigorously pursued at both national and Community level including inter-institutional aspects, with particular emphasis on the need to reduce the administrative burden on SMEs.

Dans le domaine du dialogue politique, la Commission doit s'acquitter de ses responsabilités interinstitutionnelles tout en offrant, dans ces limites, des possibilités de dialogue et de consultation aux ONG en tant que représentants de la société civile.
In the area of policy dialogue, the Commission has to discharge its inter-institutional responsibilities in this area, as well as offering, within these boundaries, dialogue and consultation to the NGOs as representatives of civil society.

Les travaux ont porté notamment sur les chapitres suivants : - Démocratie, transparence et subsidiarité (à ce sujet voir notamment les résultats de la Conférence interinstitutionnelle du 25 octobre, repris dans ce communiqué : page 3 et en annexe pp 8-9) ; - Citoyenneté (un accord politique a été réalisé le 4 octobre sur le dispositif en matière de droit de vote et d'éligibilité aux élections du Parlement européen) ; - Union économique et monétaire (voir à ce sujet les résultats du Conseil ECO/FIN du 25 octobre Communiqué n° 9281/93 Presse 170, pp 3- 5) ; - De la Coopération politique à la PESC - A ce sujet le document de la Présidence met en relief six aspects qui revêtent une importance particulière pour la réalisation des objectifs de l'Union énoncés dans le Traité sur l'Union européenne, à savoir : = le développement d'une politique active visant à faire valoir les intérêts de l'Union ; = l'unité et la cohérence de son action extérieure ; = l'inclusion de toutes les questions liées à la sécurité de l'Union ; = des décisions de l'Union engageant les Etats membres ; = l'unité dans la présentation de la politique de l'Union au monde extérieur et une présence marqué de l'Union en tant qu'acteur sur la scène internationale ; = l'efficacité de la procédure de prise de décision.
The proceedings covered in particular the following chapters: - Democracy, transparency and subsidiarity (in this context see in particular the outcome of the Interinstitutional conference on 25 October, as set out in this Press Release: on page 3 and pages 8 and 9 of the Annex); - Citizenship (political agreement was reached on 4 October on the provisions regarding the right to vote and to stand as a candidate in elections to the European Parliament); - Economic and monetary union (see the outcome of the ECO/FIN Council on 25 October in Press Release 9281/93 Presse 170, pages 3-5); - From political co-operation to the CFSP - On this subject, the Presidency document highlights six aspects of particular importance in the pursuit of the objectives of the Union as set out in the Treaty on European Union, viz: = the development of an active policy in the pursuit of the interest of the Union; = unity and consistency in its external action; = inclusion of all matters related to the security of the Union; = decisions of the Union committing Member States; = unity in the presentation of the Union's policy to the outside world and prominence of the Union as an actor on the international scene; = efficiency in the decision-making procedure.

LE CONSEIL : 28. invite la Commission et les Etats membres à examiner des actions appropriées, notamment des actions arrêtées conformément aux instruments de politique régionale existants, pour assurer que les possibilités fournies par la société de l'information puissent être exploitées par les personnes et les entreprises ; 29. estime qu'il est nécessaire d'améliorer la transparence des initiatives nationales et communautaires, y compris du cadre réglementaire, en vue du développement des services de la société de l'information ; 30. insiste auprès des Etats membres et de la Commission pour qu'ils consentent de manière durable des efforts visant à accroître la sensibilisation et la compréhension du public et sa participation à la société de l'information ; 31. invite les institutions de l'Union à établir, dans un délai raisonnable, en coopération avec les Etats membres, un système intégré de gestion des communications interinstitutionnelles ; 32. reconnaît la nécessité de poursuivre l'analyse des questions qui sont à la base du développement international de la politique en matière de société de l'information en vue de parvenir à un consensus sur les moyens et les conditions régissant l'utilisation des réseaux planétaires de l'information, et souligne la nécessité d'une coordination entre les initiatives dans ces domaines, tant dans le cadre de l'Union que dans d'autres enceintes internationales 33. se félicite de la proposition allemande d'accueillir une conférence internationale consacrée à ce sujet et qui sera préparée en étroite coopération avec la Commission et les Etats membres ; 34. se félicite de l'intention de la Commission de présenter, avant la fin de cette année, une version révisée et mise à jour de son plan d'action "Vers la société de l'information en Europe".
VI. THE COUNCIL 28. Invites the Commission and the Member States to examine appropriate actions, including in accordance with existing regional policy instruments, to ensure that the opportunities offered by the information society can be grasped by individuals and firms; 29. Considers there is a need to improve transparency of national and Community initiatives, including the regulatory framework, for the development of Information Society services; 30. Urges the Member States and the Commission to make sustained efforts to increase public awareness and understanding of, and participation in the information society; 31. Invites the institutions of the Union, in cooperation with Member States, to establish, within a reasonable timescale, an integrated system for the management of inter institutional communications; 32. Recognizes the need for further analysis of the issues underlying development of information society policy internationally with a view to reaching a common understanding on means and conditions governing the use of global information networks and stresses the need for coordination between initiatives relating to the subjects, both in the Union framework and in other international fora; 33. Welcomes the German proposal to host an international conference dedicated to this end that will be prepared in close cooperation with the Commission and the Member States; 34. Welcomes the intention of the Commission to present a revised and updated Action Plan "Europe's way to the information society" before the end of this year".

13. Rénover l'action publique en faveur de l'innovation : la Commission souhaite encourager une meilleure coordination des interventions publiques et des efforts privés de recherche; examiner, au niveau des Etats membres, les règles administratives susceptibles d'entraver les initiatives en matière d'innovation; au niveau communautaire, ouvrir un dialogue interinstitutionnel sur les moyens de traiter en tant que telle les politiques d'innovation.
13. Updating public action for innovation: the Commission wishes to encourage better coordination of public actions and private initiatives in the field of research; to identify, at national level, the administrative procedures and rules which are likely to hinder initiatives in the field of innovation; and, at Community level, to initiate an inter-institutional dialogue on the means of dealing with innovation policies as such.
