TRADUCTIONS EN CONTEXTE

1.Lorsqu'un État membre entend engager des négociations avec un pays tiers afin de modifier un accord intergouvernemental existant ou de conclure un nouvel accord intergouvernemental, il informe la Commission de son intention par écrit le plus tôt possible avant la date envisagée pour l'ouverture des négociations.
1.When a Member State intends to enter into negotiations with a third country in order to amend an existing intergovernmental agreement or to conclude a new intergovernmental agreement, the Member State shall inform the Commission in writing of its intention at the earliest possible moment before the envisaged opening of the negotiations.

In this context, it is appropriate to prohibit transactions in or the provision of financing or investment services or dealing in new bonds or equity or similar financial instruments with a maturity exceeding 90 days issued by state-owned Russian financial institutions, excluding Russia-based institutions with international status established by intergovernmental agreements with Russia as one of the shareholders.

Where a Member State is negotiating an intergovernmental agreement or an amendment to an existing intergovernmental agreement and it has been unable, on the basis of its own assessment, to reach a firm conclusion as to the compatibility of the intergovernmental agreement or amendment under negotiation with Union law, it shall inform the Commission thereof before the closure of the negotiations and submit the draft agreement or amendment together with any annexes to it.

Where a Member State, which has negotiated an intergovernmental agreement, has informed the Commission before the closure of negotiations accordingly and has submitted the draft intergovernmental agreement to it, the Commission should have the possibility to inform that Member State of its opinion on the compatibility of the negotiated agreement with Union law.

3. Avant ou pendant des négociations avec un pays tiers concernant un accord intergouvernemental ou la modification d'un accord intergouvernemental existant, un État membre peut informer par écrit la Commission des objectifs des négociations et des dispositions à négocier et peut communiquer toute autre information utile à la Commission.

Before or during negotiations with a third country on an intergovernmental agreement or on the amendment of an existing intergovernmental agreement, a Member State may inform the Commission in writing of the objectives of, and the provisions to be addressed in, the negotiations and may communicate any other relevant information to the Commission.
