In 1997, in the absence of an intercontinental parliamentary forum allowing legislators to exchange their ideas and present them to the executive authorities, the National Assembly of Quebec decided to gather for the first time in the history of the hemisphere the parliamentarians of the unitary, federal, and federated states of the Americas.
