TRADUCTIONS EN CONTEXTE

S’appuyant sur les travaux des groupes de travail, la Commission propose aux États membres d’associer les instruments des politiques régionale et industrielle pour créer des plates-formes de spécialisation intelligente aidant les régions à mettre en place des programmes de spécialisation intelligente en facilitant les contacts entre les entreprises et les regroupements d’entreprises et en ouvrant l’accès aux technologies innovantes et aux virtualités du marché.
Building on the work of the task forces, the Commission proposes to Member States to combine regional and industrial policy tools to create Smart Specialisation Platforms to help regions roll out smart specialisation programmes by facilitating contacts between firms and clusters, enabling access to the innovative technologies and market opportunities.

De même, l’investissement dans le domaine de la RD et de l’innovation doit s’inscrire dans une «stratégie de spécialisation intelligente», qui implique d’élaborer un cadre conceptuel, de dégager un avantage concurrentiel, de définir des priorités stratégiques et d’utiliser des politiques intelligentes afin de maximiser le potentiel de chaque région à un développement fondé sur la connaissance.
Similarly, investment in the field of RD and innovation needs to be framed within a ‘smart specialisation strategy’, which involves a process of developing a vision, identifying competitive advantage, setting strategic priorities and making use of smart policies to maximise the knowledge-based development potential of any region.

(3)'smart specialisation strategy' means the national or regional innovation strategies which set priorities in order to build competitive advantage by developing and matching research and innovation own strengths to business needs in order to address emerging opportunities and market developments in a coherent manner, while avoiding duplication and fragmentation of efforts; a smart specialisation strategy may take the form of, or be included in, a national or regional research and innovation (RI) strategic policy framework.

However, given the evident speed of change in the Arctic, the time is now ripe to refine the EU's policy stance towards the region, take a broader approach, and link it with the Europe 2020 Agenda for smart, sustainable and inclusive growth while continuing to support every effort to ensure the effective stewardship of the fragile Arctic environment.
