Le chapitre 22 relatif à la politique régionale et à la coordination des instruments structurels, a été ouvert officiellement en novembre 2013.
Chapter 22 – regional policy and coordination of structural instruments, was officially opened in November 2013.

En juin 2013, le Conseil a accepté d’ouvrir le chapitre de négociation 22 relatif à la politique régionale et à la coordination des instruments structurels, la position commune devant être confirmée par le Conseil «Affaires générales» après la présentation du rapport annuel de suivi de la Commission.
In June 2013 the Council agreed to open the negotiating chapter 22 on regional policy and coordination of structural instruments, with the common position subject to confirmation by the General Affairs Council after the presentation of the Commission’s annual progress report.

Concrètement, les chapitres qui doivent encore être examinés par les États membres et pourraient, le cas échéant, être provisoirement conclus, s’ils considèrent que les paramètres de clôture qu’ils ont fixés ont été remplis par la Croatie, sont les suivants: la politique de concurrence (chapitre 8), l’agriculture et développement rural (chapitre 11), la pêche (chapitre 13), la politique régionale et la coordination des instruments structurels (chapitre 22), le pouvoir judiciaire et les droits fondamentaux (chapitre 23), justice, libertés et sécurité (chapitre 24), l’environnement (chapitre 27), la politique extérieure de sécurité et de défense (chapitre 31) et les dispositions financières et budgétaires (chapitre 33).
In practical terms, the outstanding chapters could be provisionally closed if, on examination, the Member States feel that Croatia has met the relevant requirements. The chapters in question are: competition policy (chapter 8), agriculture and rural development (chapter 11), fisheries (chapter 13), regional policy and coordination of structural instruments (chapter 22), judiciary and fundamental rights (chapter 23), justice, freedom and security (chapter 24), environment (chapter 27), foreign, security and defence policy (chapter 31), and finance and budgetary provisions (chapter 33).

Moreover the EU stressed that its position was based on the same principles and methodology underlying the financial packages agreed with the twelve Member States of the fifth enlargement, and recalled its positions on financial issues regarding Chapter 11 Agriculture and Rural Development and Chapter 22 Regional Policy and Coordination of Structural Instruments.

Le Conseil a invité la Commission à présenter dès que possible, en tenant compte des délibérations du Conseil, des projets de positions communes pour les chapitres de négociation concernant les dispositions financières et budgétaires, l'agriculture, ainsi que la politique régionale et la coordination des instruments structurels.
The Council invited the Commission to submit draft common positions for the negotiating chapters on Financial and Budgetary Provisions, Agriculture and Regional Policy and Coordination of Structural Instruments as soon as possible, taking into account the Council's deliberations.
