Takes the view that the Commission should explore ways to improve the European quasi- equity market, in particular mezzanine finance; recommends that the Commission investigate how to strengthen the European Investment fund (EIF) Mezzanine Facility for Growth and look into new mezzanine products, such as a guarantee for mezzanine loans; further recommends that data and analysis regarding the financial instruments be provided in order to reduce barriers for financial intermediaries who may wish to explore the lending market for mezzanine capital in the EU;

11. For financial instruments the authorising officer responsible shall ensure that financial statements, covering the period 1 January to 31 December and in compliance with the accounting rules referred to in Article 143 and the International Public Sector Accounting Standards (IPSAS), as well as any information necessary to produce financial statements in accordance with Article 68(3), will be provided by the entities entrusted pursuant to points (ii), (iii), (v) and (vi) of Article 58(1)(c) by 15 February of the following year.

Considers that the Annual Growth Survey and the framework provided by the European Semester are crucial tools for the enhanced coordination of economic policies and, therefore, an important part of the Union's response to the crisis; notes, however, that these tools should be employed in a manner which respects democratic processes and should support, and not replace or diminish the importance of, the existing tools provided for under the Treaty, in particular the broad economic policy guidelines and the guidelines for the employment policies of the Member States, with which Parliament must be closely involved and, on the latter, consulted; calls for these tools to be integrated closely into the framework of the European Semester and for particular attention to be paid to ensuring that their importance does not diminish, with a view to delivering on the Commission and Council's stated objective of increasing ownership and democratic accountability;

In the field governed by this Article each Member State may adopt or maintain more stringent provisions or additional provisions with regard to the substance and form in which information must be made available to investors concerning transactions carried out on regulated markets of which it is the home Member State, provided that those provisions apply regardless of the Member State in which the issuer of the financial instrument is located or of the Member State on the regulated market of which the instrument was listed for the first time.
