IN-CONTEXT TRANSLATIONS

Afin d’assurer une mise en œuvre harmonisée des différents instruments financiers au sein de la Commission, le cadre général inclus dans le titre VIII du règlement financier devrait être complété par des règles détaillées pour la gestion des instruments financiers, en particulier les dispositions concernant la sélection des entités chargées de l’exécution, le contenu des conventions de délégation, les coûts et frais de gestion ainsi que les comptes fiduciaires.
In order to ensure a harmonised implementation of the various financial instruments within the Commission, the general framework included in Title VIII of the Financial Regulation should be complemented by detailed rules for the management of financial instruments, including provisions for the selection of entrusted entities, content of delegation agreements, management costs and fees and for fiduciary accounts.

The financial instruments for growth-oriented SMEs may, where appropriate, be combined with other financial instruments established by Member States and their managing authorities in accordance with [Article 33(1)(a) of Regulation (EU) No XXX/201X [New Regulation on Structural Funds]], and grants funded from the Union, including under this Regulation.

Underlines the need to set ambitious targets, benchmarks and indicators for the different components of the new strategy: it will need indicators that go beyond GDP, including multiple indicators on well-being, the eradication of poverty and social exclusion, gender equality, equity and equality for all (including between the regions, and seeking to overcome inequality based on income and wealth), and energy, natural resource use and ecosystem pressures; and it will need to use the legislative capacities of the EU towards its ends and the re-shaping and re-focusing of its instruments (e.g. financial regulation, Structural Funds etc.) instead of relying solely on voluntary procedures such as the Open Method of Co-ordination;

La passation de marchés publics et l'octroi de subventions au titre de l'instrument devraient être mis en œuvre conformément au règlement (CE, Euratom) no 1605/2002 du Conseil du 25 juin 2002 portant règlement financier applicable au budget général des Communautés européennes (ci-après dénommé «règlement financier»).
