IN-CONTEXT TRANSLATIONS

Dans sa communication du 23 février 2009 intitulée «Une approche communautaire de la prévention des catastrophes naturelles ou d'origine humaine» (COM(2009)0082), la Commission s'engage à établir, en 2009, un inventaire des instruments communautaires existants susceptibles d'être utilisés pour financer des activités de prévention des catastrophes, en évaluant le degré d'utilisation de ces instruments, et en identifiant toute lacune dans leur couverture.
In its communication of 23 February 2009 entitled ‘A Community approach on the prevention of natural and man made disasters’ (COM(2009)0082), the Commission undertook to establish, in 2009, an inventory of existing Community instruments capable of supporting disaster prevention activities, assessing the degree of use of such instruments and identifying any gaps in their coverage.

Afin d'instaurer une véritable stratégie communautaire contre les événements imprévus ayant un impact sur les exploitations et le monde rural, votre rapporteur considère que la solution passe par la création d'un nouveau modèle qui repose sur trois piliers, pour la protection des agriculteurs contre les catastrophes naturelles ou les facteurs aléatoires qui ont des conséquences identiques, composé de l'intégration cohérente des instruments communautaires existants ou en perfectionnement, des instruments au niveau des États membres et de nouveaux instruments à créer :
With a view to establishing a genuine Community strategy against unforeseen events which affect holdings and the rural environment, your rapporteur believes that the solution involves creating a new model resting on three pillars, to protect farmers against natural disasters or unpredictable factors which have identical results, involving the consistent integration of existing or imminent Community measures, national instruments in the Member States, and new instruments which need to be introduced:

(9) Le Conseil, dans ses conclusions du 6 mai 2003 , souligne qu'il est nécessaire de maintenir et de développer les instruments communautaires existants spécifiquement destinés aux jeunes, car ils sont essentiels pour renforcer la coopération des États membres dans le domaine de la jeunesse, et qu'en outre les priorités et les objectifs desdits instruments devraient être alignés sur ceux du cadre de coopération européenne en matière de jeunesse.
(9) The Council, in its conclusions of 6 May 2003 , stresses the need to maintain and develop the existing Community instruments specifically addressed to young people, as they are essential for the development of Member States' cooperation in the field of youth, and, moreover, that the priorities and objectives of those instruments should be aligned with the Framework of European Cooperation in the field of Youth.

4. Compte tenu de la nature et des objectifs des mesures spécifiques qu'il est proposé d'adopter dans le cadre des mesures préparatoires, la Commission, en coopération étroite avec les États membres, devrait examiner: i) si les mesures complètent d'autres instruments communautaires existants, lorsque la portée de tels instruments couvre les questions liées au retour, notamment celui des ressortissants de pays tiers; ii) si les mesures pourraient faire l'objet d'un soutien direct plus efficace dans le cadre de ces autres instruments.
Taking into account the nature and objectives of the specific measures proposed for adoption in the preparatory actions, the Commission, in close cooperation with Member States, should assess (i) whether the measures complement other existing Community instruments, where the scope of such instruments covers return related issues including the return of third-country nationals and (ii) whether the measures could be more effectively supported directly through those other instruments.

Les mesures qui seront adoptées dans ce domaine seront essentiellement financées grâce aux instruments communautaires horizontaux, qui encouragent les synergies dans les principaux domaines de coopération entre la CE et la RDP lao, et aux divers instruments communautaires existants.

18. invite les États membres et les partenaires sociaux à exploiter sans réserve toutes les possibilités de financement de l'éducation et de la formation maritimes par le biais des instruments communautaires existants (tels que le Fonds social européen, les programmes Socrates et Leonardo da Vinci, la nouvelle initiative communautaire Equal ainsi que le programme de recherche); les crédits communautaires doivent être utilisés comme complément du financement existant assuré par les budgets nationaux/régionaux pour l'éducation et la formation maritimes;
18. Calls on the Member States and social partners to fully exploit all possibilities of funding to maritime education and training by the existing Community instruments (such as the European Social Fund, Socrates and Leonardo da Vinci programmes, the new Community initiative, Equal, as well as from the research programme); Community funds should be used to supplement existing funding from national/regional budgets for maritime education and training;

10. Considère, sans préjudice de l'application de la procédure prévue à l'article 189 B, que le programme d'action communautaire susmentionné doit avoir pour objectif de contribuer à la lutte contre la toxicomanie, notamment en encourageant la coopération entre Etats membres, en appuyant leur action et en promouvant la coordination de leurs politiques et programmes en matière de prévention, et comporter des actions visant en particulier à : - améliorer la connaissance sur le phénomène des drogues et des toxicomanies et leurs conséquences et sur les moyens et méthodes de prévention de la toxicomanie et des risques associés à celle-ci, notamment en utilisant les informations fournies par l'OEDT et les possibilités offertes par les programmes et instruments communautaires existants ; - contribuer à l'amélioration de l'information, de l'éducation et de la formation en vue de la prévention de la toxicomanie et des risques associés, en particulier en direction des jeunes et des groupes particulièrement vulnérables".
10. Considers, without prejudice to the application of the procedure provided for in Article 189b, that the objective of the above Community action programme must be to contribute to the fight against drug dependence, in particular by fostering cooperation between Member States, by supporting their action and by promoting the coordination of their prevention policies and programmes, and must include action aimed in particular at: - improving awareness of the problem of drugs and drug dependence and their consequences and of the means and methods of preventing drug dependence and the associated risks, in particular by using the information supplied by the EDMC and the possibilities offered by existing Community programmes and instruments; - contributing to the improvement of information, education and training with a view to the prevention of drug dependence and the associated risks, especially for young people and particularly vulnerable groups".

Afin de favoriser la réalisation de cet objectif, le Conseil invite à présent la Commission : - à présenter, après avoir examiné les instruments communautaires existant dans le domaine de l'énergie, un rapport sur la situation, si possible avant la prochaine session du Conseil "Energie" ; - à présenter, le cas échéant, des propositions de nature à simplifier et à réduire la législation communautaire".
In order to further the achievement of this end, the Council now invites the Commission: - to submit a report on the situation, after it has examined existing Community instruments in the energy sector, and if possible before the next meeting of the Energy Council; - to submit, where appropriate, suitable proposals for simplifying and reducing Community legislation".

- Support for industrial cooperation projects of Community interest through the implementation and utilization of existing Community instruments (iii)Competition without distortion on foreign markets and on the internal market: - Establishment of a database and presentation of an annual report on obstacles to the smooth operation of foreign markets, incorporating in particular the results of the centralized information body on electronics and information and communication technologies; on the basis of that information, in particular that provided by the abovementioned body's initial results, formulation and implementation of specific measures to remove those obstacles, and extension of that approach to other industrial activities.
