Calls on the EU to work for the universal ratification of the main human rights instruments available to countries, in particular the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, the Convention on the Elimination of All Forms of Discrimination against Women, the Convention on the Rights of the Child, the International Convention on the Protection of the Rights of all Migrant Workers and Members of their Families, the Convention on the Elimination of Racial Discrimination and the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment, and calls on all governments, as a matter of urgency, to ratify these conventions without reservation, and to implement them;

Il se peut toutefois que l'extradition soit impossible en raison d'obstacles juridiques. La protection contre le refoulement prévue dans les instruments relatifs aux droits de l'homme, tels que la Convention des Nations unies contre la torture, le pacte international relatif aux droits civils et politiques et la Convention européenne des droits de l'homme, est de nature absolue, ce qui signifie qu'elle n'accepte aucune exception.
Extradition may, however, be impossible because of legal obstacles: the protection against refoulement provided for in human rights instruments such as the United Nations Convention against Torture, the International Covenant on Civil and Political Rights and the European Convention on Human Rights is absolute in nature, that is to say it admits no exceptions.
