L’application du règlement européen existant en la matière [règlement (CE) nº 868/2004] pose trop de problèmes; un nouvel instrument, mieux adapté aux réalités du secteur aérien mondial d’aujourd’hui, doit dès lors être mis en place.

Stresses that financial instruments to promote small and medium-sized business must be in line with the requirements of such businesses, in other words that they must be geared to the needs of SMEs in terms of transparent access to the relevant information, to straightforward application, authorisation and evaluation procedures and to the need for money at short notice, in particular it must possible for SMEs to find out at an earlier stage whether they have any realistic chance of obtaining support; notes that small firms which have the potential for support still too often make no progress because - owing to lack of time and staff - they are unable to access Community funds; points in this connection to the positive role played by the Euro-Info-Centres, which could be expanded still further;

Le Comité estime que l'existence de listes identifiant les "pays d'origine sûrs" et les "pays tiers sûrs" n'est pas du tout souhaitable, car ces listes constituent un instrument trop rigide et peu adapté à la prise en considération de la situation personnelle du demandeur.
The ESC feels that there are strong arguments against the use of common lists of safe countries of origin and safe third countries, as such lists are a rigid instrument ill-suited to the complexity of specific personal situations.
