Le Parlement européen fait remarquer que dans le règlement (UE) no 233/2014 du Parlement européen et du Conseil du 11 mars 2014 instituant un instrument de financement de la coopération au développement pour la période 2014-2020, le règlement (UE) no 232/2014 du Parlement européen et du Conseil du 11 mars 2014 instituant un instrument européen de voisinage, le règlement (UE) no 234/2014 du Parlement européen et du Conseil du 11 mars 2014 instituant un instrument de partenariat pour la coopération avec les pays tiers et le règlement (UE) no 231/2014 du Parlement européen et du Conseil du 11 mars 2014 relatif à l'instrument d'aide de préadhésion (IAP II), il n'est fait aucune mention explicite de la possibilité de suspendre l'aide en cas de non-respect par les pays bénéficiaires des principes de base énoncés dans l'instrument concerné et, en particulier, des principes de démocratie, d'État de droit et de respect des droits de l'homme.
The European Parliament notes that Regulation (EU) No 233/2014 of the European Parliament and of the Council of 11 March 2014 establishing a financing instrument for development cooperation for the period 2014-2020, Regulation (EU) No 232/2014 of the European Parliament and of the Council of 11 March 2014 establishing a European Neighbourhood Instrument, Regulation (EU) No 234/2014 of the European Parliament and of the Council of 11 March 2014 establishing a Partnership Instrument for cooperation with third countries and Regulation (EU) No 231/2014 of the European Parliament and of the Council of 11 March 2014 establishing an Instrument for Pre-accession Assistance (IPA II) do not contain any explicit reference to the possibility of suspending assistance in cases where a beneficiary country fails to observe the basic principles enunciated in the respective instrument and notably the principles of democracy, rule of law and the respect for human rights.

La Commission européenne considère que les règles de mise en œuvre des programmes de coopération transfrontière énoncées dans le règlement (UE) no 236/2014 du Parlement européen et du Conseil du 11 mars 2014 instituant des règles et des modalités communes pour la mise en œuvre des instruments pour l'action extérieure de l'Union ainsi que d'autres règles de mise en œuvre spécifiques plus détaillées figurant dans le règlement (UE) no 232/2014 du Parlement européen et du Conseil du 11 mars 2014 instituant un instrument européen de voisinage et dans le règlement (UE) no 231/2014 du Parlement européen et du Conseil du 11 mars 2014 relatif à l'instrument d'aide de préadhésion (IAP II), visent à compléter l'acte de base et devraient par conséquent constituer des actes délégués à adopter sur la base de l'article 290 du TFUE.
The European Commission considers that the rules for implementing cross-border cooperation programmes as set out in Regulation (EU) No 236/2014 of the European Parliament and of the Council of 11 March 2014 laying down common rules and procedures for the implementation of the Union's instruments for financing external action and other specific, more detailed implementing rules in Regulation (EU) No 232/2014 of the European Parliament and of the Council of 11 March 2014 establishing a European Neighbourhood Instrument and in Regulation (EU) No 231/2014 of the European Parliament and of the Council of 11 March 2014 establishing an Instrument for Pre-Accession Assistance (IPA II), aim at supplementing the basic act and should therefore be delegated acts to be adopted on the basis of Article 290 TFEU.
