11. Believes that the Member States should adopt a code of conduct containing ethical guidelines and other good practices to be adhered to by certified translators and interpreters, failing which accreditation would be withdrawn or the individuals concerned would be dismissed from the profession; this code of conduct should be drawn up with due regard for the opinions of all interested parties, such as schools for translators and interpreters, ministries of justice and professional associations and so on; also believes that Member States should provide suitable technical training courses for sworn translators and interpreters to ensure that they understand the meaning of legal terms and are versed in the workings of the judicial system;

(11) In order to improve mutual confidence between judges or other legal professionals in the European Union and synergies between the European networks involved, the Network needs to be able to maintain ongoing relations with the other European networks that share its objectives, in particular the networks of judicial institutions, judges and legal professionals.

Considers it essential that lawyers acting as lobbyists should not be exempt from this initiative and its rules on registration; encourages the Commission to determine a formula which allows lawyers and their clients the justified protection afforded by their rules of professional conduct when they are truly acting in a professional legal capacity, including in particular all activities carried out by a lawyer in connection with any representation of a client in judicial, quasi-judicial, administrative, disciplinary and other proceedings, for example when providing legal advice on staff cases, anti-dumping cases or competition law proceedings, including mergers and state aid and legal advice on the way in which the political and decision-making processes of the European institutions function;

Has noted that the institutions at times find it difficult to adequately tap the labour market for particular professional skills, such as accountants and Information Technology personnel; notes the ever-increasing trend in the hiring of temporary staff and in the outsourcing of certain services; considers it advisable to address the policy to be followed by institutions regarding outsourcing and recruitment of temporary contract workers;
