The existing good operative cooperation between the national central banks (NCBs) and the national statistical institutes (NSIs), and between Eurostat and the European Central Bank (ECB), is an asset that should be preserved and further developed with a view to improving the overall consistency and quality of macroeconomic statistics, such as balance of payments statistics, financial statistics, government finance statistics and national accounts.

The development, production and dissemination of European statistics within the legislative framework of the multiannual programme should be achieved through close and coordinated cooperation within the European Statistical System (ESS) between the Union statistical authority, which is the Commission (Eurostat), and the national statistical institutes and other national authorities as designated by the Member States (collectively, ‘national statistical authorities’).

National statistical institutes and the Commission (Eurostat) shall ensure, through their respective independent status brought about by institutional changes where appropriate that European statistics comply with the European Statistics Code of Practice and serve the needs of European Union institutional users, governments, regional authorities, research institutions, civil society organisations, enterprises and the public and that European statistics are based on well-defined priorities in compliance with the principle of a free and transparent access to European statistics.

(8) Afin de garantir l'intégrité et la qualité de la gestion lors du développement, la production et la diffusion de statistiques européennes au titre du présent règlement, les instituts nationaux de statistique et la Commission (Eurostat) doivent prendre toutes mesures nécessaires pour maintenir la confiance du public dans les documents statistiques et permettre une mise en œuvre plus stricte du code de bonnes pratiques de la statistique européenne, joint à la recommandation de la Commission du 25 mai 2005 concernant l'indépendance, l'intégrité et la responsabilité des autorités statistiques nationales et communautaire, et la communication de la Commission au Parlement européen et au Conseil du 15 avril 2011, intitulée "Vers une gestion solide de la qualité pour les statistiques européennes", tout en veillant au respect des principes énoncés dans ce code.
(8) To ensure the integrity and quality management of the development, production and dissemination of European statistics under this Regulation, the national statistical institutes and the Commission (Eurostat) should take all necessary measures to maintain public confidence in statistics and to allow for a more rigorous application of the European Statistics Code of Practice, attached to the Recommendation of the Commission of 25 May 2005 on the independence, integrity and accountability of the national and Community statistical authorities, and the Commission Communication to the European Parliament and the Council of 15 April 2011 on robust quality management for European statistics, while respecting the principles set out therein.

1. L'objectif général du programme est de garantir et d'encourager la qualité du système statistique européen, partenariat entre l'autorité statistique de l'Union et les instituts nationaux de statistique et d'autres autorités nationales, de lui permettre de demeurer le premier fournisseur public de statistiques européennes de grande qualité à l'usage des décideurs et d'une large gamme d'utilisateurs, dont les citoyens, statistiques qui doivent être facilement accessibles à tout un chacun.
1. The general objective of the programme is to secure and promote the status of the European Statistical System, which is the partnership between the Union statistical authority and the national statistical institutes and other national authorities, to continue to be the leading public provider of high-quality European statistics for policy-making and wider range of users, including citizens and should be easily accessible to everyone.

La mise en œuvre du code de bonnes pratiques par les instituts nationaux de statistique fera l'objet d'un examen par les pairs, chaque institut national de statistique étant contrôlé par l'institut de statistique d'un autre État membre et Eurostat.
Adherence to the code of practice by national statistical offices will be checked by peer review in which the statistical office of each Member State is reviewed for its adherence to the code by the statistical office of another Member State and Eurostat.

The proposal is welcome because the bodies in the Member States which produce science and technology statistics operate on disparate organisational footings (public authorities such as national statistical institutes, private research institutes, consultancy firms). A body of European rules could therefore undoubtedly generate ‘value added’ to the extent that it would widen the range of available indicators and make statistics more comparable.
