Par conséquent, il convient, pour les besoins du marché intérieur et pour l'efficacité de la normalisation au sein de l'Union, de maintenir l'échange régulier d'informations sur les activités de normalisation en cours et prévues qui existe actuellement entre les organismes nationaux de normalisation, les organisations européennes de normalisation et la Commission, ainsi que le statu quo applicable aux organismes nationaux de normalisation dans le cadre des organisations européennes de normalisation, qui prévoit le retrait des normes nationales après la publication d'une nouvelle norme européenne.
Therefore, it is necessary for the internal market and for the effectiveness of standardisation within the Union to confirm the existing regular exchange of information between the national standardisation bodies, the European standardisation organisations and the Commission, about their current and future standardisation activities as well as the standstill principle applicable to the national standardisation bodies within the framework of the European standardisation organisations which provides for the withdrawal of national standards after the publication of a new European standard.

Il y a lieu que l'échange régulier d'informations entre les organismes nationaux de normalisation, les organisations européennes de normalisation et la Commission n'empêche pas les organismes nationaux de normalisation de se conformer à d'autres obligations et engagements, notamment l'annexe 3 de l'accord sur les obstacles techniques au commerce.
The regular exchange of information between the national standardisation bodies, the European standardisation organisations and the Commission should not prevent national standardisation bodies from complying with other obligations and commitments, and in particular with Annex 3 to the Agreement on Technical Barriers to Trade.

Since the objectives of this Regulation, namely to ensure the effectiveness and efficiency of standards and standardisation as policy tools for the Union through cooperation between European standardisation organisations, national standardisation bodies, Member States and the Commission, the establishment of European standards and European standardisation deliverables for products and for services in support of Union legislation and policies, the identification of ICT technical specifications eligible for referencing, the financing of European standardisation and stakeholder participation in European standardisation cannot be sufficiently achieved by the Member States and can, therefore, by reason of their effect, be better achieved at the Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 TEU.

This Regulation establishes rules with regard to the cooperation between European standardisation organisations, national standardisation bodies, Member States and the Commission, the establishment of European standards and European standardisation deliverables for products and for services in support of Union legislation and policies, the identification of ICT technical specifications eligible for referencing, the financing of European standardisation and stakeholder participation in European standardisation.

Expresses its support for the Keymark, a voluntary European certification mark, owned by CEN/CENELEC, which demonstrates compliance with European standards; stresses that the Keymark is a valuable alternative to the various national certification schemes that entail multiple testing and marking of products in several Member States and can therefore become a barrier to trade within the Internal Market and cause significant costs for small companies that may be reflected in higher prices for the consumer; encourages, therefore, national standards bodies, and other national certification bodies, to promote the Keymark as an alternative to national certification schemes; calls also for a pan-European information campaign in order to raise awareness amongst businesses and consumers about the benefits of the Keymark;

Il subsiste néanmoins des possibilités d'améliorations qui affectent toutes les parties prenantes à la normalisation européenne, en commençant par la Commission européenne elle-même, les organismes européens de normalisation (OEN), les organismes nationaux de normalisation, les autorités nationales, les entreprises et jusqu'aux organisations non gouvernementales qui s'intéressent à la normalisation.
Nevertheless, there is room for improvement which affects all stakeholders in European standardisation, starting from the European Commission itself, the European Standards Organisations (ESOs), the National Standards Bodies, the national authorities, business, and extending to the non-governmental organisations having an interest in standardisation.

(25) considérant que le fonctionnement de la normalisation dans la Communauté doit se fonder sur les droits fondamentaux que possèdent les organismes nationaux de normalisation, tels que la possibilité d'obtenir des projets de normes, de connaître les suites réservées aux commentaires introduits, d'être associés aux travaux de normalisation nationaux, ou encore de demander l'élaboration de normes européennes en lieu et place des normes nationales; qu'il appartient aux États membres de prendre les mesures utiles en leur pouvoir pour que leurs organismes de normalisation respectent ces droits;
(25) Whereas the functioning of standardisation in the Community must be based on fundamental rights for the national standardisation bodies, such as the possibility of obtaining draft standards, being informed of the action taken in response to comments submitted, being associated with national standardisation activities or requesting the preparation of European standards in place of national standards; whereas it is for the Member States to take the appropriate measures in their power to ensure that their standardisation bodies observe these rights;
