En février 2003, la Commission a institué une Task Force, en coopération avec les experts des instituts statistiques nationaux des États membres, des pays adhérents, de la BCE et de la BEI, afin d'éclaircir ce traitement statistique et d'élaborer les orientations techniques nécessaires indépendamment des dispositions juridiques liées à la propriété des PPP.
In February 2003, the Commission set up a Task Force, in co-operation with experts from the National Statistical Institutes (NSIs) of Member States, Acceding Countries, the ECB, and the EIB, to clarify such statistical treatment and to develop the necessary technical guidance regardless of legal provisions relating to PPP ownership.

Given the combination of this package and the very worthy efforts being made both by Eurostat and all the officials at the European Statistical Office and the national statistics institutes of the 27 Member States, I hope that in the next few years any doubts as to the quality of European statistics will be dispelled, if possible, and that this will result in greater effectiveness and finer tuning of our policies and our decisions to the demands and aspirations of European citizens because that is essentially what we are dealing with when we talk about statistics.

Votre rapporteur estime en outre que la mission de contrôle ne doit pas comprendre d'experts privés mais uniquement des membres des institutions nationales des États membres ou d'Eurostat ; il juge en outre, que la présence d'experts de la Commission extérieurs à Eurostat n'est pas souhaitable : en effet, il y a une incohérence à plaider pour l'indépendance des instituts statistiques visités et, dans le même temps, à organiser des visites approfondies élargies à d'autres unités de la Commission ; ces visites, à caractère statistique et plus précisément, méthodologique, doivent relever de la seule responsabilité d'Eurostat, agissant dans le cadre d'une mission où il exerce son indépendance par rapport à l'exécutif.
Your rapporteur also believes that a monitoring mission should not include private experts, but only members of national institutions from the Member States or from Eurostat; furthermore, he considers it inadvisable to have Commission experts from outside Eurostat: in fact, there is an inconsistency in seeking independence for the statistical institutions visited, whilst, at the same time, organising in-depth visits opened up to other Commission bodies; these visits, which are statistical, and, more precisely, methodological in nature, should be the sole responsibility of Eurostat, where it can exercise its independence in relation to the executive.

Eurostat a eu l’occasion de discuter en novembre 2004 avec les États membres la trame d’un tel Code dans le cadre du Comité du programme statistique, réunissant les directeurs généraux des instituts statistiques nationaux ; ce travail se poursuivra dans les premiers mois de 2005 au sein d’un groupe de travail comprenant des représentants des États membres et d’Eurostat avec pour objectif de finaliser des normes européennes minimales d’ici à juin 2005, ainsi que cela a été demandé par le Conseil ECOFIN.
Eurostat had the occasion to discuss the outline of such a Code in November 2004 with the Member States in the framework of the Statistical Programme Committee, comprising the Directors General of the National Statistical Institutes; work continues in the first months of 2005 within a task force comprising Member States and Eurostat representatives, in order to finalise the minimum European standards by June 2005, as required by the ECOFIN Council.

Face à la situation actuelle, la Commission a identifié, dans sa Communication concernant le problème comptable lié à la révision des données budgétaires grecques[8], trois axes de propositions concernant respectivement le développement du dispositif législatif, la capacité opérationnelle d'Eurostat et de la Direction générale des affaires économiques et financières (DG ECFIN) et, enfin, la mise au point de normes européennes pour l'indépendance des instituts statistiques nationaux.
To deal with the current situation, the Commission has proposed, in its Communication on the acountability issue related to the revision of Greek budgetary data[8], three lines of actions relating to, respectively, building up the legislative framework, improving the operational capacities of Eurostat and the Directorate General for Economic and Financial Affairs (DG ECFIN), and lastly, establishing European standards on the independence of national statistical institutes.
