10. relève que la corruption et la criminalité organisée sont très répandues dans la région et constituent un obstacle au développement démocratique, social et économique de la Serbie; note que certains progrès ont eu lieu dans la lutte contre la corruption, qui reste toutefois un élément préoccupant en Serbie, grâce à la poursuite de la mise en œuvre de la législation et à l'adoption d'une loi sur la protection des lanceurs d'alerte; souligne la nécessité de dresser le bilan des enquêtes et des inculpations définitives pour corruption, y compris la corruption de haut niveau, ainsi que de coordonner et de suivre la mise en œuvre intégrale, au sein de toutes les institutions, de la stratégie de lutte contre la corruption figurant dans le plan d'action pour le chapitre 23; invite les autorités à faire en sorte que l'Agence de lutte contre la corruption et le Conseil de lutte contre la corruption puissent mener à bien leurs missions et que les institutions publiques suivent leurs recommandations; estime que, pour lutter avec plus d'efficacité contre ces problèmes, une stratégie régionale et une coopération renforcée entre tous les pays de la région s'imposent; invite les institutions universitaires, ainsi que les autorités publiques et les agents publics, à adopter des règles dans ce domaine afin d'enquêter sur les affaires de plagiat et d'empêcher l'apparition de nouvelles affaires;
10. Notes that corruption and organised crime are widespread in the region and also represent an obstacle to Serbia’s democratic, social and economic development; notes that some progress has been made in the fight against corruption, which nevertheless remains an element of concern in Serbia, through continued implementation of legislation and the adoption of the law on whistle-blower protection; stresses the need to build a track record on investigations and final indictments on corruption, including high-level corruption and the need to coordinate and monitor the full implementation of the anti-corruption strategy as set out in the action plan for Chapter 23 in all key institutions; calls on the authorities to ensure that the Anti-Corruption Agency and Anti-Corruption Council are able to perform their mandate fully and effectively and that state institutions follow up on their recommendations; considers that a regional strategy and enhanced cooperation between all the countries in the region are essential to tackle these issues more effectively; calls on academic institutions, together with state authorities and public officials, to adopt rules in this area in order to investigate cases of plagiarism and prevent future cases;
