déplore que l'accès aux informations détenues par les institutions de l'Union reste difficile pour les citoyens, en raison de l'absence d'approche commune entre les institutions axée sur la facilitation de l'accès aux documents pour les citoyens, la transparence totale et effective, la communication et la démocratie directe; encourage les institutions, les organes, les bureaux et les agences de l'Union à adopter une approche plus volontaire de la transparence en rendant accessibles, de leur propre initiative, le plus grand nombre possible de documents en leur possession, d'une manière simple et à la portée du public, en garantissant leur traduction sur demande dans toutes les langues officielles de l'Union et en prévoyant des modalités d'accès aux informations simples et non coûteuses, notamment par voie numérique et informatique, qui tiennent compte des besoins des personnes handicapées; considère notamment que l'accessibilité de l'information doit être améliorée en rendant les interfaces et les systèmes de recherche plus faciles d'utilisation; demande la création d'un point d'accès commun aux portails des trois institutions, qui s'inspire du projet pilote de plateforme en ligne pour la pour la publication proactive des documents des institutions de l’Union et l'harmonisation des portails de recherche entre les départements d'une même institution (notamment les Directions générales de la Commission); appelle également les institutions à poursuivre et renforcer le travail de vulgarisation de la législation et des politiques européennes; est d'avis que l'Union devrait pour cela faire plein usage des potentialités offertes par les nouvelles technologies (réseaux sociaux, applications pour smartphones, etc.), afin d'assurer une accès complet et aisé à l'information.
Regrets that it is still difficult for citizens to gain access to information held by EU institutions, the reason being that there is no common approach among the institutions geared to facilitate access to documents for citizens and based on complete transparency, communication and direct democracy; urges the EU institutions, bodies, offices and agencies to develop further a more proactive approach on transparency by proactively disclosing as many of their documents as possible, in the most simple, user-friendly and accessible way, by having documents translated upon request into other EU official languages, and by establishing proper, simple and inexpensive information access arrangements, including by digital and electronic means, allowing for the needs of people with disabilities; considers, in particular, that the accessibility of information should be improved on by means of easy-to-use interfaces and search systems; calls for the development of a common access point to the portals of the three institutions, building on the pilot project for the online platform for the proactive publication of EU institutions documents, and for harmonising search portals between departments of the same institution (including Directorates-General in the Commission); calls, as well, on the institutions to continue and strengthen the work of expanding knowledge of EU legislation and policies; believes that, to that end, the EU should make full use of the potential offered by new technologies (social networks, smartphone applications, etc.) in order to ensure complete and easy access to information.

5. Acknowledges from the Institute that it improved its procurement procedures since 2013 and took a proactive approach after the detection of errors by the Court; notes in particular that the Institute cancelled the two framework contracts concluded in 2010 and 2012 where the use of the negotiated procedure was found as being irregular; notes furthermore that the Institute revised its internal procedures, circuits and templates in order to fully comply with the respective public procurement rules, with special attention given to the sound planning and estimation of needs; acknowledges that the Institute recruited an additional procurement officer in 2015 and that it carried out a series of trainings on procurement for its staff;

7. estime que les partenariats public-privé sont une solution incontournable et innovante au problème croissant du manque d'investissements publics; reconnaît que les partenariats public-privé peuvent présenter des difficultés organisationnelles et institutionnelles pour le secteur public en raison de leur complexité, qui requiert différents types de compétences et de nouvelles institutions de facilitation; souligne à cet égard l'importance de la bonne gouvernance, de l'état de droit et d'institutions publiques inclusives, ouvertes et transparentes; réitère l'importance du rôle de l'Union européenne dans le renforcement du 16 objectif de développement durable relatif à la justice et aux institutions efficaces dans le cadre des négociations intergouvernementales sur le cadre de développement mondial pour l'après-2015;
7. Considers that PPPs are an essential innovative solution to the problem of the ever-growing lack of public investment; acknowledges that PPPs may present an organisational and institutional challenge for the public sector because they are complex in nature, requiring different types of skills and new enabling institutions; emphasises, in this connection, the importance of good governance, the rule of law and inclusive, open and transparent public institutions; reiterates the importance of the EU’s leadership in reinforcing Sustainable Development Goal 16 on justice and effective institutions in the context of the intergovernmental negotiations on the Global development framework after 2015;

Les membres nomment les institutions nationales publiques ou les institutions privées exerçant une mission de service public en tant qu'institutions nationales de coordination, lesquelles sont énumérées à l'annexe I. Les institutions nationales de coordination représentent les membres dans le cadre des actions menées par l'ERIC DARIAH.
5. Members shall appoint national public institutions or private institutions with a public service mission as National Coordinating Institutions, as listed in Annex I. National Coordinating Institutions shall represent the Members in the operations of DARIAH ERIC.

5. relève l'observation formulée par la Cour des comptes selon laquelle l'Institut ne dispose pas d'une procédure formalisée de planification et de suivi en matière de passation des marchés publics et que son programme de travail annuel ne contient pas de calendrier concernant les marchés publics liés aux activités planifiées; note toutefois que seuls 7 % des crédits engagés reportés à 2012 n'ont pas été utilisés et ont dû être annulés; souligne à cet égard que l'Institut s'est engagé à améliorer la planification et le suivi des marchés publics en mettant en place un instrument de suivi et des orientations en matière de suivi budgétaire; invite donc l'Institut à élaborer et mettre en œuvre une procédure formalisée de planification et de suivi en matière de passation des marchés publics et à inclure un calendrier concernant les marchés publics dans son programme de travail annuel;

Notes the comment of the Court of Auditors that the Institute does not have a formalised procurement planning and monitoring procedure and that its annual work programme does not include a procurement schedule linked to the planned activities; notes however that only 7 % of committed appropriations carried over to 2012 have not been used and had to be cancelled; underlines in this respect the Institute’s commitment to improve procurement planning and monitoring by creating a monitoring tool and budget monitoring guidelines; calls, therefore, on the Institute to develop and implement formalised procurement and monitoring procedures, and to incorporate a timetable for procurement into the annual work plan;
