N. considérant que, malgré l'existence d'un accord interinstitutionnel entre le Parlement et la Commission, cette dernière semble réticente lorsqu'il s'agit de fournir, en temps utile, des informations sur la nature de ses délibérations et de ses décisions dans les procédures d'infraction liées à des pétitions et concernant la transposition de la législation en matière d'environnement; considérant que cette question est un grand sujet de préoccupation, étant donné les dommages irréversibles et la destruction qui pourraient résulter, pour nos écosystèmes et notre santé, d'une mauvaise transposition; considérant que les institutions européennes devraient fournir plus d'informations et être plus transparentes dans leurs rapports avec les citoyens européens;
N. whereas in spite of the Interinstitutional Agreement between Parliament and the Commission, the latter appears reluctant to provide prompt information on the nature of its deliberations, as well as decisions taken, in infringement proceedings related to petitions and concerning the implementation of environmental legislation; whereas this is a major source of concern given the irreversible damage and destruction that could be inflicted on our ecosystems and health; whereas the European institutions ought to supply more information and be more transparent with regard to EU citizens;

The citizens’ right to information should be implemented by means of a rule obliging the institutions, bodies, offices and agencies to provide citizens promptly with any information that they may need in order to defend their rights and further, by affording them the access to documents provided for by Regulation (EC) No 1049/2001 of the European Parliament and of the Council of 30 May 2001 regarding public access to European Parliament, Council and Commission documents, together with the right to access their own file; the institutions, bodies, offices and agencies should be under an obligation to keep a register of their documents; ·

Believes that, as is the case for all big organisations, an independent external viewpoint on how resources are used and how work is organised is sometimes necessary and can only be beneficial if handled correctly; while stressing that a political European institution such as Parliament is unique in character, considers that, in the long term, consideration should be given to carrying out such an external analysis of its organisation and management; believes that in 2012 some specific sector(s) could be identified and examined in this way;

Nous discutons ici de 1 000 millions d’euros et quand on sait que 60 ou 70% de ce montant vont à la seule gestion de ces agences, on est en droit de se demander s’il est utile d’avoir ces agences. De même, on est en droit de se poser des questions en découvrant qu’une partie du travail est effectuée soit par la Commission, soit par le Conseil européen et même par le Parlement européen et que ces trois institutions pourraient accomplir un travail encore meilleur et plus efficace.
We are talking about EUR 1 000 million here, and when you see 60% or 70% of that going on the administration of these agencies alone, you will quite rightly ask yourself how much sense it makes to have these agencies, and you will be all the more likely to ask questions when you become aware that some of the work is done either in the Commission, the European Council, or, indeed, in Parliament and that these three institutions could well make a better and more efficient job of it.

27. Regrets that its Bureau has not been in a position to identify structural savings in time for the preparation and adoption of the 2003 estimates; stresses that the budgetary authority expects every institution to define which activities could be phased out in view of the given budgetary constraints; notes that the savings to be achieved must be multiannual in nature and not exclusively geared to the 2003 budget; points out that the credibility of the institution is at stake if it does not focus more on its core activities; notes that increasing the value for money of all institutions becomes all the more important in view of the forthcoming enlargement; asks its Bureau to outline a catalogue of activities that could be phased out and to include the budgetary impact in the letter of amendment for first reading; recalls that the budgetary authority may have to take the necessary action to find a global solution in heading 5 by Parliament's first reading in October;
