Nous recommandons que le gouvernement fédéral encourage et soutienne financièrement les Premières nations pour qu'elles réalisent leur propre planification stratégique à l'échelle des régions en matière de développement des ressources humains en santé; qu'en ce qui concerne le Québec, le gouvernement fédéral accepte d'orienter ses programmes et ses politiques conformément au cadre établi dans le plan directeur de la santé et des services sociaux des Premières nations du Québec 2007-2017; que le gouvernement fédéral favorise le développement des institutions postsecondaires spécifiques aux Premières nations, en partenariat avec les collègues, les universités et les instances concernées des Premières nations; que le gouvernement fédéral soutienne financièrement les initiatives d'encadrement, de soutien et d'adaptation culturelle visant à prévenir le décrochage tout au long du cheminement académique des Premières nations; que le gouvernement fédéral accepte d'augmenter son financement de façon à permettre aux Premières nations de bénéficier de services d'éducation comparables à celui de l'ensemble de la population; que le programme nommé Initiative aux recherches humaines en santé autochtone soit prolongé et que ses modalités d'application soient plus claires et correspondent mieux aux besoins régionaux des Premières nations.
We recommend the following: that the federal government encourage and provide financial support to first nations so they can develop their own health human resources strategy on a regional scale; that, in Quebec, the federal government agree to bring its programs and policies in line with the framework set out in the First Nations Health and Social Services Blueprint for 2007 to 2017; that the federal government foster the creation of post-secondary institutions tailored to first nations, in partnership with colleges, universities and first nations authorities; that the federal government fund training, support and cultural adaptation initiatives to prevent first nations students from dropping out of school for the duration of their academic careers; that the federal government agree to increase funding so that first nations can receive education services comparable to those available to the rest of the population; and that the Aboriginal Health Human Resources Initiative be extended and that the procedural requirements be made clearer and more consistent with the regional needs of first nations.
