Welcomes the strong statement of support for the new federal institutions of Somalia made by the HR/VP at the UN General Assembly Mini-Summit on Somalia held in New York and, in particular, her commitment to a four-year process of consolidation of the new federal institutions and regional administrations, as well as to an international conference on Somalia in 2013; calls on Somaliland and the other federal entities to play a full and supportive role in negotiating their legal and political relationship with the new federal institutions in Somalia, with a view to achieving a sustainable, stable and prosperous Somali federal state;

55. souligne qu'il sera essentiel, pour la viabilité à long terme de la Somalie en tant qu'État fédéral apte à fonctionner, de disposer de structures économiques solides et ouvertes ainsi que d'un système de partage de recettes pour l'exploitation future du pétrole et du gaz entre les régions et le niveau fédéral, et ce dans l'intérêt de l'ensemble du pays; exhorte la communauté internationale à ne pas répéter les erreurs du passé en concentrant l'aide au niveau des institutions fédérales à Mogadiscio aux dépens des régions de la Somalie, puisque celles-ci peuvent jouer un rôle crucial pour la prestation décentralisée des services de base et la stabilité de la population; invite l'Union européenne à mobiliser toutes ses ressources pendant cette fenêtre d'opportunité, afin d'assister les pouvoirs régionaux en Somalie dans ce processus vital de la transition démocratique; étant donné les dernières évolutions en matière de politique et de sécurité en Somalie, encourage les États membres et la VP/HR, en étroite collaboration avec les autorités somaliennes légitimes, l'Union africaine et l'IGAD, ainsi que le gouvernement des États-Unis, à envisager une mission de réforme du secteur de la sécurité (RSS) dès que la situation sur place le permettra;
55. Stresses that viable and inclusive economic structures and a system of revenue-sharing for future oil and gas exploitation between the regions and the federal level, for the benefit of the whole population, will be essential for the long-term sustainability of Somalia as a functioning federal state; urges the international community not to repeat the mistakes made in the past in concentrating assistance on the federal institutions in Mogadishu at the expense of Somalia’s regions, given that the latter can play a crucial role in the decentralised delivery of basic services and stability to the population; calls on the EU to mobilise all resources during the present ‘window of opportunity’, in order to assist regional entities in Somalia in this vital process of democratic transition; given the latest political and security developments in Somalia, encourages the Member States and the HR/VP, in close cooperation with the legitimate Somali authorities, the African Union and IGAD, as well as the US government, to consider a Security Sector Reform (SSR) mission once the situation on the ground permits;

8. demande à M Ashton, vice-présidente de la Commission/haute représentante de l'Union pour les affaires étrangères et la politique de sécurité, de procéder à un examen critique du processus de paix de Djibouti, notamment à la lumière de l'élargissement unilatéral, intervenu récemment, des institutions fédérales de transition, et d'envisager la création d'une équipe de médiateurs dont les membres seraient approuvés par un vaste éventail d'acteurs somaliens, dont des associations de femmes, et qui permettrait d'amener à la table des négociations une grande variété d'acteurs somaliens; l'invite par ailleurs à lancer un processus parallèle permettant d'établir un dialogue régulier permanent avec les représentants de la société civile somalienne, en Somalie ou au-delà des frontières, pour discuter des solutions à apporter aux problèmes politiques du pays; appelle M Ashton à coordonner ces deux processus sur le modèle du processus de paix réussi mis en place entre 2000 et 2005 au Soudan;
8. Calls on the HR/VC to critically review the Djibouti Peace Process especially in light of the recent unilateral extension of the Transitional Federal Institutions and to consider launching a team of mediators whose members are being trusted by a large spectrum of Somalia actors including women's associations and who are enabled to bring together a large variety of Somali actors at the negotiation table; calls on the HR/VC to also initiate in parallel a process for Somali civil society actors within and outside the country which allows a regular and continued discussion about possible solutions to the political problems in the country; calls on the HR/VC to bring these two processes together taking as an example the successful peace process between 2000 and 2005 in Sudan;
