To that end, the general rules laid down by Community legislation, notably Directive 95/46/EC of the European Parliament and of the Council of 24 October 1995 on the protection of individuals with regard to the processing of personal data and on the free movement of such data (6), Directive 2002/58/EC of the European Parliament and of the Council of 12 July 2002 concerning the processing of personal data and the protection of privacy in the electronic communications sector (Directive on privacy and electronic communications) (7), Regulation (EC) No 1049/2001 of the European Parliament and of the Council of 30 May 2001 regarding public access to European Parliament, Council and Commission documents (8) and Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18 December 2000 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data (9), should apply.

In line with the spirit of the conclusions of the 1998 Vienna European Council, a gradual process of strengthening European coordination within the IMF should be embarked upon with the long-term objective of a single representation respecting the prerogatives of the Community institutions, notably the role of the Commission and the democratic scrutiny exercised by the European Parliament.

Stresses the need for support to the Afghan Parliament, particularly by means of technical assistance and institutional capacity-building, and points out that Parliament is the most appropriate EU institution to do so, particularly through closer cooperation between the Committee on Development, the Committee on Foreign Affairs and the Delegation for Relations with Afghanistan; underlines the need for the Afghan Parliament and civil society to be fully involved in the programming of EC development cooperation and particularly in the drafting of Country Strategy Papers (CSPs) and Annual Action Plans (AAPs);

The Court has consistently held that when the Commission or any other Community institution has broad discretionary powers, notably as regards the nature and scope of the measures it adopts, review by the Court must be limited to examining whether the institution committed a manifest error or misuse of power or manifestly exceed the limits of its powers of appraisal.
