Instructs its President to forward this resolution to the President of the Arab Republic of Egypt, the Government and Parliament of Egypt, the Government and Parliament of Israel, the government of Eritrea, the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy, the Council, the Commission, the UN Secretary-General, the UN High Commissioner for Refugees, the UN High Commissioner for Human Rights, the African Union institutions including the Pan-African Parliament and the governments of the Member States.

Strongly believes that, in its efforts to address the crisis in the Horn of Africa region, the EU should first and foremost seek African solutions, that is, solutions to be achieved with the involvement of the regional organisations in place, AU and IGAD; emphasises, however, the need to strengthen these organisations through capacity and institution building, and particularly through the African Peace Facility, in terms of conflict prevention and conflict resolution;

To this end, the European Union intends to continue cooperating and liaising with European and international financial institutions, particularly the World Bank and the African Development Bank, in order to increase the efficiency and durability of the projects that have been carried out.

L’UE devrait aussi mener une politique commune visant à répondre à l’appel du Secrétaire général des Nations unies, Kofi Annan, en faveur de la mise en place d’un système de capacités de maintien de la paix qui s’imbriquent, en explorant les synergies entre les différentes organisations concernées et en développant les capacités organisationnelles des institutions africaines, notamment grâce à la proposition de plan décennal de renforcement des capacités de l’UA.
The EU should also pursue a common policy responding to UN Secretary General Kofi Annan’s call for establishing an interlocking system of peacekeeping capacities, exploring the synergies between the different organisations involved and developing organisational capacities of African institutions, in particular through a proposed ten-year capacity building plan for the AU.

Ceci répond à une demande du sommet de l'UA. Cette initiative, destinée à soutenir les institutions africaines et les mesures prises en faveur du maintien de la paix, exigera notamment une coopération entre l'UA, les organisations régionales africaines, l'UE et les Nations unies.
