IN-CONTEXT TRANSLATIONS

réclame un renforcement de l'espace institutionnel dont dispose la communauté internationale pour aborder des préoccupations communes concernant l'application du droit international humanitaire; se félicite de ce que l'Union et ses États membres se soient engagés auprès du CICR à soutenir fermement la mise en place d'un mécanisme efficace permettant de renforcer le respect du droit international humanitaire, mais invite la vice-présidente/haute représentante à faire rapport au Parlement sur ses objectifs et sa stratégie en ce qui concerne la concrétisation de cet engagement dans le cadre du prochain processus intergouvernemental dans le but de trouver des moyens d'améliorer la mise en œuvre du droit humanitaire international comme convenu lors de la XXXIIe conférence internationale de la Croix-Rouge et du Croissant-Rouge en décembre 2015, qui pourrait renforcer le système de gouvernance du droit humanitaire international.
Calls for enhanced institutional space for the international community to address common concerns relating to IHL implementation; welcomes the pledge of the EU and its Member States to the ICRC to strongly support the establishment of an effective mechanism on strengthening compliance with IHL, but calls on the VP/HR to report to Parliament on her objectives and strategy in terms of realising this pledge in the forthcoming intergovernmental process to find ways to enhance the implementation of IHL as agreed at the 32nd International Conference of the Red Cross and Red Crescent in December 2015, which could strengthen the governance system of IHL.

Appreciates the effort made by the Commission in its proposal to combine preserving the existing institutional structures, and in particular the important role of the EMPA, with the institutional governance of the new framework; in this respect takes note of the proposal to establish a co-presidency and set up a joint secretariat and hopes that the creation of this new institutional dimension can be usefully linked to the present architecture;

3. souligne que le plafond de la rubrique 5 est soumis à une pression constante, depuis quelques années, en raison de l'intégration de nouvelles activités; fait toutefois observer que le financement de certaines de ces activités nouvelles a simplement été déplacé de la rubrique 5 sous d'autres rubriques parce que la marge sous le plafond de la rubrique 5 était insuffisante, phénomène qui est à l'origine de problèmes budgétaires et institutionnels; se félicite de la volonté du Conseil, exprimée à la fin de la procédure budgétaire 2002, d'examiner ces problèmes avec le Parlement bien avant l'élargissement et d'assurer le suivi du rapport présenté par les secrétaires généraux des institutions sur l'évolution de la rubrique 5 ainsi que de lancer une discussion au niveau politique approprié au printemps 2002; invite le Conseil à examiner en profondeur, avec le Parlement, toutes les possibilités que peut offrir la coopération interinstitutionnelle et à tirer les conclusions nécessaires de cet exercice dans le contexte de la procédure budgétaire 2003, non sans tenir compte des besoins de chaque institution et de leur indépendance institutionnelle;

Underlines the fact that, on the one hand, the ceiling of heading 5 has been under constant pressure over the previous years due to the integration of new activities; notes, on the other hand, that the financing of some new activities has been simply shifted from heading 5 to other headings due to a lack of margin under the ceiling in heading 5, a trend which creates budgetary and institutional problems; welcomes the Council's willingness, as expressed at the end of the budgetary procedure for the 2002 financial year, to examine these problems together with Parliament well in advance of enlargement and to follow up the report submitted by the Secretaries-General of the institutions on the evolution of heading 5 and to launch a discussion at the appropriate political level in spring 2002; invites Council to examine thoroughly, together with Parliament, all possibilities that interinstitutional cooperation can offer and reach the necessary conclusions within the 2003 budgetary procedure, whereas the specific needs of each institution and their institutional independence should be taken into consideration;

III. Une évaluation annuelle des progrès réalisés dans la mise en oeuvre du programme d'action, intégrée au cadre de coopération institutionnelle existant avec les pays partenaires, serait une démonstration concrète de l'intérêt politique accru de l'Union et offrirait aux gouvernements la possibilité de se voir féliciter par l'Union de leurs efforts de réforme politique et économique.
III. An annual review of progress in implementing the Action Plan, integrated into the existing institutional cooperation framework with the partner countries, would be a concrete demonstration of enhanced EU political interest and provide governments with the opportunity to receive credit from the EU for their political and economic reform efforts.
