La Commission et le Danemark s'efforceront d'ouvrir la procédure juridique nécessaire aussi rapidement que possible et de prendre toutes les mesures requises, y compris les contacts avec les acteurs institutionnels concernés, afin de garantir la célérité de la procédure, l'objectif étant que les nouvelles dispositions soient adoptées avant le 1 mai 2017, ou dès que possible après cette date.

Afin de soutenir les États membres susceptibles de bénéficier d'un financement au titre du Fonds de cohésion qui pourraient rencontrer des difficultés pour concevoir des projets qui présentent une maturité et/ou une qualité et une valeur ajoutée européenne suffisantes, une attention particulière est portée aux actions de soutien du programme destinées à renforcer la capacité institutionnelle et l'efficacité des administrations et des services publics concernés par la conception et la mise en œuvre des projets dont la liste figure dans la partie I de l'annexe I. 3. In order to support Member States eligible for funding from the Cohesion Fund which may experience difficulties in designing projects that are of sufficient maturity and/or quality and which have sufficient added value for the Union, particular attention shall be given to programme support actions aimed at strengthening institutional capacity and the efficiency of public administrations and public services in relation to the development and implementation of projects listed in Part I of Annex I. To ensure the highest possible absorption of the transferred funds in all Member States eligible for funding from the Cohesion Fund, the Commission may organise additional calls.

Dans le cadre de la politique de coopération au développement menée par la Communauté, la Commission favorise des mesures de soutien aux pays en développement en ce qui concerne la sécurité des aliments pour animaux et des denrées alimentaires en général, ainsi que la conformité avec les normes en matière d'aliments pour animaux et de denrées alimentaires en particulier, afin de leur permettre de se doter des capacités institutionnelles nécessaires pour satisfaire aux conditions d'importation visées aux articles 5, 12, 47 et 48.

In the context of the Community's Development Cooperation Policy, the Commission shall promote support to developing countries with regard to feed and food safety in general and compliance with feed and food standards in particular, in order to build the institutional capacity required to meet the requirements referred to in Articles 5, 12, 47 and 48.

To integrate the environmental dimension into energy policy, as requested by the Single European Act in its Article 130R, some general guidelines are given to member States which reflect, - the priorities of Community regional support frameworks, - the establishement of adequate cost/benefit analysis, - the integration of environmental costs into energy prices, - the need for improvement institutional links and coordination and - the need to have stable frame work conditions to guarantee the smooth implementation of future energy investments.

The extent and development of such a cooperation will depend on Libya's commitments on asylum and fundamental rights as stated above; invites the Commission to engage, on the basis of the suggestions contained in the Annex and as soon as possible, in exploratory discussions with the Libyan authorities to identify practical measures to tackle illegal migration in areas such as training, reinforcement of institution building, asylum issues and increasing public awareness of the dangers of illegal migration, and to discuss the conditions under which such cooperation could take place; invites the Commission to report on the outcome of its exploratory discussions with the Libyan authorities in order for the Council to consider further action; stresses that as long as Libya does not fully integrate into the Barcelona process, any cooperation with Libya can only be limited in scope and take place on a technical ad hoc basis; calls upon the Commission to extend this cooperation to the main countries of origin and transit on the African continent in close relation with the relevant regional organisations to develop a wider approach to migration management on the African continent; calls upon the Member States and the Commission to implement swiftly the measures listed in the Annex, and calls upon the Member States to intensify, in particular in the framework of the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (the "Agency"), their cooperation on maritime external borders in the Mediterranean area and invites the Agency to include among its priorities in the working programme for 2005 and 2006 concrete operational actions on this issue; invites the Commission to provide regular reports on progress in cooperation with the main African countries of origin and transit and in the implementation of the measures to intensify cooperation within the EU.
