- Mr President, the question I wanted to ask the honourable Member was: how can democracy flourish in societies where there are no institutions and histories of democratic tradition?

Nous demandons à cette Chambre de reconnaître l'existence de la nation québécoise, une nation civique dont font partie la minorité anglophone et toutes les vagues d'immigration qui ont déferlé avec joie sur le Québec; de reconnaître que cette nation a une langue commune — cela n'empêche pas les gens de parler la langue de leur choix chez eux ni la minorité anglo-québécoise d'avoir ses propres institutions, mais la langue commune, dans l'espace politique, au sein de la nation québécoise, c'est le français; de reconnaître que nous avons une histoire commune qui, bien qu'en relation avec l'histoire du Canada, en est distincte; de reconnaître que nous avons une culture particulière qui est un carrefour et qui est notre vision à nous de ce qui se véhicule un peu partout dans le monde.
We are asking that this House recognize the existence of the Quebec nation, a civic nation to which the anglophone minority and all the waves of immigrants that have happily washed over Quebec belong; to recognize that this nation has a common language—which does not prevent people from speaking the language of their choice at home, or the anglo-Quebec minority from having its own institutions, but the common language, in the political space, within the Quebec nation, is French; to recognize that we have a common history that is distinct, although it is connected to the history of Canada; to recognize that we have a unique culture, one that is a crossroads and that is our own vision of something that is emerging in many places in the world.

Nous ne devons pas renier une partie fondamentale de notre histoire ni nos racines les plus profondes, nous ne devons pas renoncer à l’Europe des principes et à cette référence explicite, précisément car nous souhaitons - et beaucoup de pays le comprennent - des institutions laïques.
We must not deny a fundamental part of our history, we must not deny our deepest roots, we must not renounce the Europe of principles, we must not renounce this explicit reference, precisely because we want – and many countries understand this – secular institutions.

Je citerais trois raisons de méthode : il interprète les contradictions et les fragilités du système actuel de compétences à la lumière de critères d’honnêteté intellectuelle, en assumant l’histoire de nos institutions ; il définit ensuite un modèle de partage des compétences de manière claire, reconnaissable par l’opinion publique européenne, en réglant les équivoques concernant l’absorption de compétences par les institutions européennes, en clarifiant une polémique qui mêle malheureusement la démagogie et le manque d’éthique quant à la dynamique de l’Europe ; finalement, bien que discutables, certaines propositions ne s’écartent pas du modèle viable de fonctionnement de l’Union, sans exagérations d’orthodoxie fédéraliste ni déviations selon la mode du révisionnisme européen.
I would like to mention three points regarding the methodology: it examines the contradictions and weaknesses in the present system of competences in the light of intellectually honest criteria, presenting the history of our institutions; it then goes on to clearly define a model for sharing competences acceptable to European public opinion and eliminating doubts about the absorption of competences by the European institutions, clarifying a debate in which there is an unfortunate display of demagogy and lack of ethics with regard to the European dynamic; and lastly, whilst they are subject to discussion, certain proposals do not deviate from a viable model for the functioning of the European Union, without exaggerating the federalist orthodoxy or subterfuges in terms of European revisionism.
