Les instances concernées veulent arrêter la décision cette année parce que pour l’année prochaine, les engagements sont si nombreux qu’il n’y aura pas de place dans le fonds de garantie pour de nouvelles garanties - et en l’occurrence il n’y aurait aucune place pour les prêts à la Russie pour la réalisation de projets environnementaux. Pour augmenter le plafond, il faudrait l’accord unanime de toutes les institutions de l’Union européenne, ce qui n’est pas toujours si simple à obtenir.
A decision is needed this year, as there are so many commitments for next year that there will be no room then at all in the Guarantee Fund for new guarantees – not for loans for environmental investments in Russia either, which is the case here. It would take consensus on the part of all the EU institutions to raise the ceiling for guarantees and it is not always a simple matter to achieve that.
