Dans les cas où une installation existante subit une modification substantielle ou entre pour la première fois dans le champ d'application de la présente directive à la suite d'une modification substantielle, la partie de l'installation qui subit cette modification substantielle est traitée soit comme une nouvelle installation, soit comme une installation existante si les émissions totales de l'ensemble de l'installation ne dépassent pas le niveau qui aurait été atteint si la partie qui a subi la modification substantielle avait été traitée comme une nouvelle installation.
2. Where an existing installation undergoes a substantial change, or falls within the scope of this Directive for the first time following a substantial change, that part of the installation which undergoes the substantial change shall be treated either as a new installation or as an existing installation, provided that the total emissions of the whole installation do not exceed those that would have resulted had the substantially changed part been treated as a new installation.
