En vue d'associer plus étroitement le secteur privé à l'exploitation du marché asiatique, l'Union européenne doit agir dans le sens suivant: - oeuvrer plus énergiquement et plus systématiquement en faveur de l'élimination des réglementations qui entravent le développement des échanges et des investissements par l'utilisation discriminatoire de normes, de droits de la propriété intellectuelle et d'exigences en matière d'essais et de certification; - tirer parti du programme de passage à l'économie de marché mené par l'Union européenne au Vietnam pour prendre de nouvelles initiatives offrant des conseils aux pays anciennement à commerce d'Etat qui ont entrepris des réformes économiques; les pays qui sont déjà suffisamment avancés dans ce sens , comme l'Inde et le Pakistan, doivent bénéficier d'une aide plus active pour mettre en place des programmes de déréglementation; - promouvoir la coopération commerciale entre entreprises européennes et leurs homologues asiatiques en fournissant des informations sur les conditions locales d'investissement, en ouvrant des "European Business Councils" en Chine, en Indochine et au Pakistan et en créant des liens plus étroits entre ces organismes et les chambres de commerce européennes; - renforcer la coopération scientifique en Asie, en allant au-delà de l'exemple que constitue le "Forum on Science and Technology" des Etats-Unis au Japon; - créer des centres européens de technologie dans les secteurs clés où l'Europe jouit d'un avantage comparatif, par exemple dans le secteur des banques, de l'énergie, de la technologie de l'environnement, des équipements de transport et des télécommunications; - encourager l'investissement en proposant des incitations financières pour les entreprises conjointes et en fournissant une aide à la promotion commerciale.
In order to draw the private sector more closely into the exploitation of the Asian market, the EU needs to: Lobby more forcefully and more systematically for the removal of laws hampering trade and investment through the discriminatory use of standards, intellectual property rights, and testing and certification requirements. Follow up the "EU market transition programme" in Vietnam with other initiatives offering policy advice to ex state-trading countries embarked on economic reforms; those countries already fairly advanced down that road, such as India and Pakistan, need more active help in installing deregulation programmes. Foster joint ventures between European and Asian companies by providing information on local investment conditions, opening up "European Business Councils" in China, Indochina and Pakistan, linking them more closely to chambers of commerce in Europe. Extend scientific cooperation in Asia, going beyond the example of the EU's Forum on Science and Technology in Japan. Establish European technology centres in key areas where Europe has a comparative avantage, notably banking, energy, environmental equipment, transport equipment and telecommunications. Promote investment by providing ffinancing incentives for joint ventures and supporting trade promotion.

Le Conseil a, en outre, adopté les conclusions suivantes relatives à l'accès des PME aux marchés financiers : "CONCLUSIONS DU CONSEIL SUR LA FAISABILITE DE LA CREATION D'UN MARCHE EUROPEEN DES CAPITAUX POUR LES PETITES ET MOYENNES ENTREPRISES A la lumière du débat qui a eu lieu sur la base de la communication de la Commission relative à la création d'un marché européen des capitaux pour les petites entreprises génératrices de croissance et gérées avec efficacité et compte tenu de la possibilité de promouvoir la mise en oeuvre de projets novateurs dans tout secteur d'activité, en renforçant la structure financière de ces entreprises, pour faciliter le processus de développement des PME européennes et créer de nouveaux emplois dans l'Union, LE CONSEIL - salue l'initiative de la Commission européenne visant à promouvoir le débat sur la création de nouveaux marchés des capitaux de dimension européenne ; - invite la Commission à approfondir les conclusions de sa communication et à présenter, lors du prochain Conseil "Industrie", un rapport sur les moyens de surmonter les obstacles qui existent actuellement dans les Etats membres, notamment ceux qui entravent la mobilisation des capitaux des investisseurs institutionnels et privés, afin de permettre la création de seconds marchés européens des capitaux pour les PME, compte tenu des systèmes et expériences qui existent déjà au niveau national ; - invite la Commission à examiner l'opportunité d'encourager les investisseurs à participer au second marché européen des capitaux pour permettre la mobilisation de ressources financières additionnelles en faveur des PME européennes ; - prie instamment la Commission de coopérer avec les Etats membres pour surmonter les difficultés qui entravent la réalisation d'opérations transfrontières sur titres, en facilitant la progression vers le fonctionnement futur d'un second marché paneuropéen des capitaux, tel l'EASDAQ (European Association of Security Dealers Automated Quotation).
The Council also adopted the following conclusions on SME access to financial markets: "COUNCIL CONCLUSIONS ON THE FEASIBILITY OF CREATING A EUROPEAN CAPITAL MARKET FOR SMALL AND MEDIUM-SIZED ENTERPRISES In the light of the debate held on the basis of the Commission's communication on the creation of a European capital market for smaller entrepreneurially managed growth companies and given the opportunity to promote the setting up of innovative projects in any area of activity, strengthening these enterprises' capital structures, in order to facilitate the development of European SMEs and create new jobs in the Union, THE COUNCIL: - welcomes the European Commission's initiative to promote the debate on the creation of new Europe-wide capital markets; - invites the Commission to go deeper into the conclusions of its communication and report to the next Industry Council on ways to overcome the various obstacles currently existing in the Member States, including obstacles inhibiting the channelling of funds of institutional and private investors, in order to support the creation of secondary European Capital Markets for SMEs, taking into account the national systems and experiences already under way; - submits to the Commission's consideration the advisability of encouraging investors to join the European secondary capital market in order to mobilise additional financial resources for European SMEs; - urges the Commission to cooperate with Member States in order to overcome the difficulties that exist in making cross-border security transactions, by facilitating progress towards the future operation of a pan-European secondary capital Market, such as EASDAQ (European Association of Security Dealers Automated Quotation).
